Res. No. 3136--Authorizing initiating process for street paving, sanitary sewer and storm sewer construction within Okita Subdivision; and sanitary sewer construction within 160 feet of the east boundary of Okita Sub- division (1548) was read by number and title. ., e. Ms. Smith moved, seconded by Mr. Lieuallen, to adopt the reso- lution. Motion carried unanimously. o. Authorizing Transfers of Appropriations (memo, resolution distributed). Res. No. 3137--Authorizing transfer of Non-Contingency appropriations within a given fund, between progams and/or object groups as read by number and title. Ms. Smith moved, seconded by 'k. Lieuallen, to adopt the reso- lution. Motion carried unanimously. Res. No. 3138--Authorizing transfer of General Fund Contingency appro- priations for heating system repairs at the Library was read by number and title. Ms. Smith moved, seconded by ~k. L ieuallen, to adopt the reso- lution. Motion carried unanimously. III. Public Hearing: Supplemental Budget (memo and ordinance distributed). Manager explained the transfer of funds was to pay Civic Center bonds servicing and other transfers of funds. Mr. Obie questioned the $12,029 expenditure for "community leisure, materials, and services," under _ Exhibit A. Manager explained that the Room Tax committee had proposals from 60 artists and had selected 10 finalists. The selected artist will prepare work for a location on public property. Mr. Stubbert said that this item was a compliance with local budgetary law. The appropriations and room tax were budgeted in contractual services. Since this is the purchase of an object, a piece of art, it is something that will have to be capitalized and will be purchased through a capital outlay account. This is just transferring money to the appropriate account. Mr. Obie questioned the need to spend the money and wondered if the money could not be channeled to the Civic Center. Mr. Lieuallen said that it was important to expend the money to complete the room tax loop. Mr. Stubbert painted out that Exhibit A was not part of the supplemental budget. It was prepared for Section II-D. C.B. 1879--Adopting the Supplemental Budget; making appropriations for the City of Eugene for the fiscal year beginning July 1, 1978, and ending June 30, 1979; and declaring an emergency was read by council bill number and title only, there being no Councilor present requesting it be read in full. 4/25/79--4 e 2..45
