No. 3138--Authorizing transfer of General Fund Contingency appro- <br />priations for heating system repairs at the Library was <br />read by number and title. <br /> <br />Ms. Smith moved, seconded by ~k. Public Hearing: Supplemental Budget (memo and ordinance distributed). <br /> <br />Manager explained the transfer of funds was to pay Civic Center bonds <br />servicing and other transfers of funds. Mr. Obie questioned the $12,029 <br />expenditure for "community leisure, materials, and services," under _ <br />Exhibit A. Manager explained that the Room Tax committee had proposals <br />from 60 artists and had selected 10 finalists. The selected artist will <br />prepare work for a location on public property. Mr. Stubbert said that <br />this item was a compliance with local budgetary law. The appropriations <br />and room tax were budgeted in contractual services. Since this is the <br />purchase of an object, a piece of art, it is something that will have to <br />be capitalized and will be purchased through a capital outlay account. <br />This is just transferring money to the appropriate account. <br /> <br />Mr. Obie questioned the need to spend the money and wondered if the money <br />could not be channeled to the Civic Center. Mr. Lieuallen said that it <br />was important to expend the money to complete the room tax loop. Mr. <br />Stubbert painted out that Exhibit A was not part of the supplemental <br />budget. It was prepared for Section II-D. <br /> <br />C.B. 1879--Adopting the Supplemental Budget; making appropriations for the <br />City of Eugene for the fiscal year beginning July 1, 1978, and <br />ending June 30, 1979; and declaring an emergency was read <br />by council bill number and title only, there being no Councilor <br />present requesting it be read in full. <br /> <br />4/25/79--4 <br /> <br />e <br /> <br />2..45 <br />
