PAVING PROJECT--SANITARY SEWER ON LASSEN STREET FROM ROOSEVELT BOULEVARD <br /> TO HAIG STREET (1739) , <br /> Manager said that the project evolved as a result of a dust problem. <br /> Mr. Gilman said there are six properties involved in the Highway 126 <br /> project not yet completed. Sewers should be in prior to street <br /> paving. <br /> Res. No. 3169--Authorizing sanitary sewer construction on Lassen Street <br /> from Haig Street to Roosevelt Boulevard (1739) was read by <br /> number and title. <br /> Mr. Delay moved, seconded by Ms. Smith, to adopt the resolution. <br /> Roll call vote. Motion carried unanimously. <br /> V. CONSIDERATION OF BOARDS AND COMMISSIONS APPOINTMENT PROCESS ORDINANCE <br /> (Ordinance distributed earlier) <br /> CB 1902--Concerning the appointment process for City boards, commissions, <br /> and committees; amending sections of the Eugene code, 1971, was <br /> read by number and title only, there being no Councilor present <br /> requesting that it be read in full. <br /> e Manager said that a term of office has not yet been established in <br /> the ordinance for the CIC and that it has been requested by Councilor <br /> Miller. Term will be three years for citizens with first appointments <br /> to be staggered, one, two, and three, and positions to be assigned by <br /> terms to be reviewed annually. He said that City Attorney can revise <br /> that portion of the ordinance before it is passed, and suggested that <br /> it be given a first reading only at this time. <br /> Mayor Keller concurred with the appointment process that deals with <br /> approval by Council on Mayor's appointments. <br /> Ms. Miller expressed concern for citizens' indefinite terms of <br /> appointment on the Civic Center Commission, Cable/TV Commission, and <br /> the Metro Wastewater Management Commission. She feels that terms <br /> should be definite and Ms. Smith agreed. Manager said that the <br /> ordinance states that Civic Center term will end at completion of <br /> construction. Manager will review terms of appointment for CIC, <br /> Cable/TV, and Wastewater Commission, and report back to Council. <br /> Mr. Delay moved, seconded by Ms. Smith, that the bill be read the <br /> first time and brought back to the Council with changes mentioned <br /> involving CIC, Cable/TV, and Metro Wastewater Management commissions, <br /> for final approval and passage.
