Airport Construction Bid Award (tabulation attached)--Mr. Henry noted <br />thlS relates only to the 62 tle-down areas WhlCh are a part of the FAA <br />grant. The tabulation under Schedule "A" shows 40 spaces that <br />would be provided, and on Schedule "A and B," an additional 22, <br />for a total of 62 spaces provided. Since the lowest bid is $50,000 <br />under the en~ineering estimates, they would be able to do both Sched- <br />ule "A and B '. Mr. Henry distributed pictures showing the area. <br /> <br />Public hearing was opened; there being no testimony, public hearing <br />was closed. <br /> <br />Ms. Smith moved, seconded by Mr. Hamel, to award the contract to <br />the low bidder for airport construction. Roll call vote; motion <br />carried unanimously. <br /> <br />IV. ESTABLISHMENT OF CETA ADVISORY COUNCILS (memo distributed) <br /> <br />Mr. Henry noted that under the law, various advisory councils have to <br />be constituted and this would establish three of them. Mr. Henry intro- <br />duced Gary Long, Personnel, to provide background information. <br /> <br />Mr. long stated that CETA rules and regulations require that a Prime <br />Sponsor establish advisory councils to assist in program planning and <br />provide program oversight. This ordinance establishes those advisory <br />councils and is presented for council review and approval. <br /> <br />The Prime Sponsor Advisory Council assists in the formation of the compre- <br />hensive employment and training plan which governs the use of $3.5 million <br />in CETA funds. It would assist in evaluating public service employment <br />proposals and make recommendations to the council regarding funding <br />priorities. They would periodically review CETA program operations <br />and results in order to evaluate planned versus actual performance. <br />They must be in operation by early August since a report is due by the <br />15th of August. <br /> <br />The Youth Advisory Council would be a subcommittee of the Prime Sponsor <br />Advisory Council to provide specific technical expertise in the planning <br />and operations of youth programs and to assist the Prime Sponsor in <br />developing plans to serve eligible youth, assist in evaluating and prior- <br />itizing Youth Community Conservation Improvement Program projects, and to <br />periodically review prime sponsor planned versus actual performance in <br />serving youth. The anticipated funding level will be near $600,000 for <br />fiscal year 1980-81. <br /> <br />6/4/80--5 <br />
