<br />e <br /> <br />The Private Industry Council is to increase the involvement of the busi- <br />ness community in the planning and operation of CETA programs in general <br />and Title VII, the Private Sector Initiative Program. The majority of <br />the members must represent business. The PIC assists the prime sponsor <br />. in developing cooperative approaches to jOb training with the business <br />community and will evaluate proposals for employment-generating activi- <br />ties (economic development) and research. The anticipated funding level <br />will be $70,000 for fiscal year 1980-81. <br /> <br />He stated the ordinance describes tne proposed membership of each advisory <br />council and the regulations prescribe which sections of the community <br />must be represented on the council. A few additional members have been <br />proposed to assure that coordination between the three advisory councils <br />occurs and that the Human Rights Council and the Eugene Economic Develop- <br />ment Committee are directly involved in the CETA planning process. An <br />attempt has been made to keep the councils as small as possible and still <br />meet the CETA requirements. All of these advisory councils should be in <br />operation by October 1 with the exception of the PIC which must be in <br />operation in August. <br /> <br />CB 2138--An ordinance establishing a Comprehensive Employment and Training <br />Act (CETA) Prime Sponsor Advisory Council; a CETA Youth Advisory <br />Council; and a CETA Private Industry Council; adding Sections <br />2.125, 2.127, 2.129, 2.131, 2.133, 2.135, 2.137, 2.139, and ~ <br />2.141 to the Eugene Code, 1971; amending Section 2.013 of that ~ <br />code; and declaring an emergency. <br /> <br />Ms. Smith moved, seconded by Mr. Hamel, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at <br />this time. Roll call vote; motion carried unanimously. <br /> <br />CB 2138 was read the second time by council bill number only. <br /> <br />Ms. Smith moved, seconded by Mr. Hamel, that the bill be approved <br />and given final passage. Roll call vote; all councilors present <br />voting aye, the bill was declared passed and numbered 18638. <br /> <br />V. ANNOTATED PRIORITY LIST <br /> <br />Mr. Henry stated a memo had been distributed to the council from Loren <br />Stubbert, Budget Officer, in regard to Tier 2, the June 24 budget elec- <br />tion. Mr. Obie stated he appreciated the way the annotated priority list <br />was broken down. Twenty-three items were listed and they were easy to <br />understand as well as being well outlined. He also received an updated <br />priority spread sheet (a summary) and a memo from Carol Baker, Community <br />Relations Director.
