She stated agreement with Mr. Delay for e <br /> making certain that costs are clearly separated for sewer and annexation. <br /> Mr. Delay added that the tabloid need not include information on a single- <br /> service approach. The costs for sewering are there regardless of the <br /> annexation issue. Mayor Keller indicated agreement with Mr. Delay and Ms,. <br /> Miller, and stated that it is imperative to maintain the position of not <br /> supporting single-service districts. He stated that the City should <br /> provide its best proposal and let the County provide information on <br /> alternatives if they want. He expressed concern that the costs not <br /> be understated and suggested that they be declared 111980 estimates.1I <br /> Mr. Lieuallen stated that special service districts are not mentioned in <br /> the tabloid and he hoped they would be included, perhaps in the City's <br /> perspective section. Mayor Keller stated that he would like to see the <br /> revised draft before it is released to the news media. Ms. Schue expressed <br /> concern with page 11, paved streets, and stated that it is not clear who <br /> pays. Ms. Miller stated the section is clear if people are familiar with <br /> the jargon but might not be clear to the public. Ms. Miller asked how the <br /> figures on police protection were arrived at. Ms. Decker responded that <br /> these were population and Police Department estimates. Ms. Miller stated <br /> that it might be interesting to compare these figures with the current <br /> service level of the Sheriff's Department. <br /> Ms. Smith asked that this be brought back to the council again and coun- <br /> cilors let staff know of their concerns. Ms. Decker stated that they <br /> would develop another draft and bring it back to the council in early -- <br /> September. Mr. Obie stated that he feels councilor input should be given <br /> now rather than waiting until they receive another draft. <br /> v. PUBLIC HEARING: CITY MANAGER PROFILE (memo distributed) <br /> Mr. Henry stated that Greg Page, City Manager1s Office, has been <br /> working on this procedure. <br /> The council has selected a recruiting firm, Ralph Andersen and Associates, <br /> to actively recruit and initially screen applicants for the position. <br /> After tOday's meeting, the council will have a work session with the <br /> recruiting firm to develop a composite profile of the ideal manager. <br /> The deadline for receiving applications is October 8, 1980. Currently it <br /> is planned that by late October the recruiting firm will have screened the <br /> appl ications. In November, the council will review and evaluate applica- <br /> tions. By late November, the council will complete the necessary community <br /> and background checks, and interview five to six candidates. The pos ition <br /> will be offered to the final candidate in December.
