<br /> The recent article in the Eugene Register Guard quoting material from <br /> the draft River Road Tabloid contained a number of preliminary estimates <br /> e which have since been revised. It is unfortunate that these preliminary <br /> figures were released, but it is hoped that any misinformation will be <br /> corrected shortly by release of the tabloid itself. <br /> Ms. Miller stated that it is not clear to her how Section II will be <br /> reorganized but agrees that it is needed. Ms. Decker said this section <br /> would be introduced with the results of the survey followed by the list of <br /> minimum level of services. The problems discussed will be addressed in <br /> the context of minimum level of services. <br /> Ms. Miller stated that reference could be made to payment deferral options <br /> as well in Section III which deals with Bancrofting. Ms. Decker stated <br /> that that suggestion could be incorporated. Ms. Miller asked if the City <br /> requires that abandoned septic tanks be filled with gravel. Ms. Decker <br /> responded that that is a county-wide health requirement and would apply to <br /> the city. Ms. Miller suggested including the statement "the City enforces <br /> County policy" on this item. <br /> Mr. Lieuallen asked what the cost is to drain and fill a septic tank. Ms. <br /> Decker said it would cost about $300 which would be included in the <br /> capital cost section of the tabloid. Mr. Lieuallen asked if that would <br /> all be included in one complete section on the cost of hooking up sanitary <br /> sewers. Ms. Decker responded that that would be detailed in that section. <br /> Mr. Lieuallen asked if the only cost that would not be included would be <br /> the fixed "district-wide" costs. Ms. Decker responded that that is <br /> e correct. <br /> Ms. Miller asked if it is possible or advisable to include a discussion of <br /> the regional service district concept. She does not see a distinction <br /> between costs related to sewers and those which relate only to annexation. <br /> Ms. Decker stated that the approach in the tabloid was to identify costs <br /> associated with annexation, not to analyze other alternatives, but that <br /> that had been done by the River Road/Santa Clara Task Force. Mr. Gi lmam <br /> stated that the costs in the tabloid were taken from the River Road/Santa <br /> Clara Sewer Study done in 1970 by CH2M Hill and updated to 1980 with City <br /> costs added in. Cost estimates have not been prepared from the standpoint <br /> of development as a service district, but could be prepared if the council <br /> wanted them included. Ms. Miller indicated that she is not suggesting <br /> that the City necessarily include this cost, but she wants to know if <br /> anyone else has included this information elsewhere. Mr. Delay noted that <br /> the costs of annexation and sewers are different, and a distinction must <br /> be made between City service costs and capital costs for sewers. It is <br /> important to note that the question of sewers is different from annexation. <br /> Sewers will be necessary regardless of annexation; those costs will be <br /> incurred whether the area is annexed or not. This is not made clear in <br /> the tabloid. Mr. Lieuallen stated that there is a distinction but they <br /> are not really all that separable. He feels the City should prepare cost <br /> estimates of other proposals such as special service districts. He asked <br /> if the council will see the tabloid again after it is revised, before <br /> it goes to the public. Ms. Decker responded that they could if they so <br /> e chose.
