<br /> . <br /> Public hearing was opened. <br /> e Tom Hoyt, .460 Palomino Drive, president of the Chamber 'of Commerce, <br /> stated that Mr. Henry has made substantial contributions to the City of <br /> Eugene. He said that even with disagreements, Mr. Henry has been open in <br /> discussing them. He thanked him for his work with the Chamber of Commerce. <br /> Mr. Hoyt stated that the executive committee of the Chamber of Commerce <br /> feels that included in the profile should be the following: 1) outstanding <br /> administrative ability, 2) advanced degree in business administration or <br /> public affairs or related fields, 3) at least five years' experience as <br /> City Manager and eight to ten years' experience in City government, 4) an <br /> insatiable appetite for attending meetings, 5) good ability to work with <br /> staff, and 6) an ability to minimize red tape in dealing with the govern- <br /> ment. <br /> Mr. Hoyt stated that he hopes the new City Manager will continue to <br /> participate in the partnership between the Chamber of. Commerce and the <br /> local government in development and adoption of the Eugene Plan. They <br /> feel that new business and industry must be solicited to the area. The <br /> Chamber of Commerce would like to assist in greeting the candidates. <br /> Mr. Hoyt wished the Mayor and council good luck in finding an excellent <br /> new city manager. <br /> Julie Aspinwall-Lamberts, 3963 North Clary, president of the Eugene <br /> CommlSSlon on the Rlghts of Women, stated that the council should be <br /> commended in holding a public hearing on this item. She distributed <br /> copies of her statement. The Women's Commission has requested six items <br /> e based upon equal opportunity regulations and the municipal liability <br /> concept where municipalities are held liable for areas in the administra- <br /> tion of,Federal regulations. The Human Rights Council also feels that the <br /> new city manager must have a firm commitment to keeping Eugene in the <br /> forefront in Affirmative Action/Equal Opportunity. It is essential that <br /> the city manager be knowledgeable of Federal regulations to determine the <br /> impact of the City's policies and obligations. Based on the three points <br /> (City Manager's AA/EEO responsibilities, municipal liability, changes in <br /> Federal regulations), they have requested the following: <br /> "That two items be specifically listed as minimal qualifications <br /> for the position of city manager: 1) demonstrated knowledge of and <br /> commitment to Affirmative Action and Equal Employment Opportunity <br /> regulations; and 2) demonstrated ability to work effectively with <br /> members of protected classes (e.g., women, minorities, disabled <br /> persons); <br /> "That all job vacancy notices clearly state these two minimal qualifi- <br /> cationS; <br /> "That the City continue its previous attempts to reach and attract <br /> qualified female candidates; . <br /> e <br /> 8/13/80--11 <br />
