Sending out the questionnaires is <br /> important and the input should be taken into considera- <br /> t i on . <br /> Dan Anderson, 2522 Van Ness, stated that the new city manager should have <br /> the followlng qualities: I} an interest in public participation and <br /> involvement; 2) excellent organizational skills and orientation skills for <br /> monitoring the process of the budget; 3) skills to diffuse the bureacracy - <br /> are needed; 4) ability to deal with items in advance as much as possible <br /> rather than going from crisis to crisis; 5) emphasis should be placed on <br /> affirmative action and eroding sexual stratification; 6) motivation and <br /> leadership qualities; 7) efficient, effective leadership; 8) professional <br /> experience in other jurisdictions with an emphasis on the arts and recrea- <br /> tion as well as growth rate management; 9) public involvement in low- and <br /> medium-cost housing; and 10) substantial experience in intergovernmental <br /> relationships. <br /> There being no further testimony, public hearing was closed. <br /> VI. CONSIDERATION OF CONCEPTS FOR IMPLEMENTING 911 PROGRAM IN LANE COUNTY <br /> (memo and additional information distributed) <br /> Mr. Henry stated that the special meeting had been held this morning to <br /> discuss implementation of the 911 program. Ms. Schue was to have attended <br /> an L-COG board meeting on August 28 to review proposals and make a recom- <br /> mendation on the implementation of the decentral 911 telephone system. <br /> However, it was determined at this morning's meeting to place the issue on <br /> the February ballot rather than the November ballot so a decision will not <br /> need to be made at this time. The process will be for the L-COG board <br /> . <br /> 8/13/80--12 <br />
