<br /> concern about "high-speed traffic on neighborhood streets" and "lack <br /> of sidewalks," this subsection of the tabloid will refer to the <br /> City's recently adopted sidewalk policy. It will also summarize e <br /> traffic engineering, street maintenance, and traffic diverter programs. <br /> 2. A number of points need to be clarified concerning funding sources for <br /> sanitary sewers. For example, either city-wide or Metropolitan <br /> Wastewater Service District-wide bonds could be used to cover that <br /> portion of the major sewer trunk costs not picked up by the Federal <br /> government. A reference will also be added to this section on the <br /> sewer line from the house to the property line, a line which is paid <br /> for by the individual property owners and not covered by assessment or <br /> other funding sources. <br /> 3. Section III will be reorganized to include summary paragraphs explaining <br /> the information provided in each table. These summary paragraphs will <br /> precede each table. The tables will also be numbered for easier <br /> reference. In the table "Capital Costs for an Average Riv-er Road <br /> Homeowner" some figures have been revi sed. The cost estimate for the <br /> sewer line from the property line to the house is higher than that <br /> draft indicates, rising from $300 to $800. Because of this change and <br /> other corrections, the "Total Estimated Capital Cost~" for River Road <br /> residents would be $3,740, of which approximately $2,500 would be <br /> eligible for payment over ten years through Bancrofting. <br /> 4. Also in Section III, the table on "Estimated Change in Annual City <br /> Operating Costs" is generally considered to be too detailed. It will <br /> be simplified by separately listing annual operating costs for those - <br /> larger departments with direct public services including Library, <br /> Fire, Police, Parks and Recreation, and Public Works. The other <br /> annual operating costs will be combined. Other tables will remain <br /> largely unchanged. <br /> 5. The additional summary of paragraphs on costs and revenues in Section <br /> III should also refer to the estimated City revenue gap for capital <br /> costs and annual operating costs resulting from annextion of the River <br /> Road area. The likely sources of revenue to fill that gap could also <br /> be indicated, including city-wide bond issues, like that for the South <br /> Hills park acquisition program; increased property taxes; and increased <br /> revenues from the systems development tax, as new development occurs. <br /> 6. Finally, several revisions have been suggested for Section IV on the <br /> City's Perspective on Annexation, to include references to: the <br /> effect Eugene's future has on the River Road area in terms of its <br /> economic base, 'jobs, transportation network, and cultural and commer- <br /> cial services; the more specific provision of contractual services <br /> like fire, water, and electricity by the City of Eugene and EWEB, and <br /> the fact that River Road residents are not currently able to vote or <br /> otherwise easily affect the provision of those .services; and the range <br /> of programs for citizen involvement at both the city and neighborhood <br /> level allowing for the maintenance of a variety of neighborhoods and <br /> encouraging input from a number of points of view in formulating City <br /> policy. e <br /> 8/13/80--8 <br />
