Taylor Family, Inc. <br />Mr. Henry stated that the application from Taylor's received extensive review by <br />OLCC and approval is recommended. It is recommended for approval by City staff. <br />Public hearing was opened; there being no testimony, public hearing was clo~ed. <br /> Ms. Smith moved, seconded by Mr. Lieuallen, to forward to OLCC <br /> with recommendation for approval, subject to conditions, if any. <br /> Roll call vote; motion carried unanimously. <br /> 2. Newman',s Fish Company (package store license); located at 1647 <br /> Coburg Road; applicants: Dwight T. Collins and Leonard E. ADMINISTRATIVE GUIDELINES FOR INITIATING AND ESTABLISHING AN lIINACTIVE" <br /> STATUS FOR NEIGHBORHOOD ORGANIZATION (memo and guidelines distributed) <br />Mr. Henry stated the purpose of this is to establish an inactive status for <br />neighborhood groups in order to: 1) stop the flow of information; and 2) <br />promote the growth of new leadership to reactivate. This could not be done if <br />the inactive status is not formally recognized. He introduced Ruth Miller and <br />Beth Campbell, Neighborhood Liaison, City Manager's Office, to provide addi- <br />tional information. <br />Ms. Miller stated that Harlow Neighbors are currently inactive and they are <br />being helped to reorganize. Notices need to be sent out to neighborhoods when <br />the organization becomes inactive. This gives them a process to follow. It <br />also shows the information flow is not being arbitrarily stopped. <br />Ms. Campbell stated that there is a correlation between participation and <br />activity within neighborhoods according to which neighborhoods are receiving <br />monies. They are looking at possibilities for funding projects in neighborhoods <br />ineligible for of Community Development funds. If moneys were set aside from <br />the general fund, small projects could be accomplished. She would like to <br />encourage the council to consider this.
