The other <br /> changes are mostly for clearer language. <br /> Ms. Campbell stated that the neighborhood group, in-reviewing its charter, <br /> discovered a portion of 15th that was not included in the boundaries of this' <br /> group but whose residents had actively pi;lrticipated in this neighborhood group. <br /> This is to modify the boundaries to include this area. <br /> Res. No. 3430--A resol ut ion approvi ng and accept ing amendment to the <br /> Fairmount Neighbors Charter. <br /> Ms. Smith moved, seconded by Mr. Lieuallen, to adopt the resolu- <br /> tion. CONSIDERATION OF PARKING RATE CHANGES IN THE DOWNTOWN AREA (memo and map <br /> distributed) <br />e Mr. Henry stated that the memo attached to the agenda is incomplete. Thi s item <br /> was discussed in July and council requested a report back within 90 days. His <br /> suggestion was to come back with this item in two weeks with a revised ordinance <br /> and memo. <br /> Council consensus was to hold the item over for two weeks. <br /> VI!. BUDGET UPDATE ON PERFORMING ARTS DEVELOPMENT PROGRAM--STAFF PRESENTATION <br /> Mr. Henry stated that this matter was brought up because of a letter received <br /> from the Eugene Arts Foundation regarding architectural costs. The answer to <br /> that letter is dated October 2 and is included in the information distributed. <br /> The council has requested budget information and that data is also included as <br /> well as a list of project office costs, Eugene Arts Foundation financial commit- <br /> ments, and supplemental information referred to the Eugene Arts Foundation for <br /> review. He introduced Ed Smith, EPAC Development Director, to provide additional <br /> information. <br /> Mr. Smith stated that the letter of concern received from the Eugene Arts <br /> Foundation was aimed at fee negotiations with the architect and the construction <br /> manager. There is a legal obligation regarding these fees and economy has been <br /> stressed throughout. The architectural fee negotiations have been reviewed on a <br /> monthly basis. Every measure has been taken to keep fees down and the architect <br /> offered not to submit billings for three months so the City could.receive the <br /> interest on the monies.
