The neighborhood could be <br />requested to provide more information. If no further information is avail- <br />able, then the application could be forwarded to OLCC. A process should be <br />developed for dealing with these applications. <br /> <br />Mayor Keller asked staff to clarify the council's role in dealing with liquor <br />license applications. Mr. Gleason stated that this is just to make a recom- <br />mendation. <br /> <br />Stan Long, City Attorney, stated that the council has been through the situa- <br />tion at least four or five times in the past ten years to try to determine their <br />role in this process. Their role exists partly because of history and the <br />commission pays little attention to the recommenpation unless it is based upon <br />violations of City zoning codes or liquor laws. The commission decides whether <br />public convenience and necessity are to be taken into account and there must be <br />a substantial local reason for not approving a license. Mr. Long stated that <br />the application is reviewed by all affected City departments and then the <br />referral is made to the council. <br /> <br />e <br /> <br />Ms. Miller stated that the council needs very substantial reasons to give <br />a negative recommendation. She is not certain that availability of alcohol <br />necessarily causes students to drink. She would rather see the City Manager <br />approve all applications unless there are objections by one or more of the <br />affected departments. Mr. Lindberg noted that he appreciated the clarifica- <br />tion and because of this clarification, he will not object. He would like <br />the neighborhood groups to have the information on the role of the council in <br />making recommendations. Mr. Hamel said that the neighborhood groups do under- <br />stand the policy but still want to make their personal preferences known to <br />the council. <br /> <br />Roll call vote; motion carried unanimously. <br /> <br />3. Oriental Village (retail malt beverage); located at 2355 West <br />11th Avenue; applicants: Yiu Chiu Lee and Wai Yuen Chan. <br /> <br />Public hearing was opened; there being no testimony, pUblic hearing was closed. <br /> <br />Ms. Miller moved, seconded by Mr. Obie, to foward to OLCC with <br />recommendation for approval, subject to conditions, if any. <br />Roll call vote; motion carried unanimously. <br /> <br />4.
