CITIZEN INVOLVEMENT PROCESS FOR CAPITAL IMPROVEMENT PROGRAM (memo dis- <br />tributed) <br /> <br />Mr. Gleason introduced Jim Farah, Planning. <br /> <br />Mr. Farah stated that at the 1980 Council Goals Session, completion date for <br />the draft of the coordinated Capital Improvements Program was set for April <br />30, 1981, and that the target date of June 30, 1981, was set for completion of <br />the final coordinated Capital Improvements Program. The Eugene Citizen Involve- <br />ment Committee is recommending extension of the target date for the draft to <br />June 30, 1981, and extension of the completion date to December 31, 1981, to <br />create a better understanding for citizens. <br /> <br />Ms. Smith noted that she appreciates the committee's concern but asked what <br />impact that would have on the budget process. Mr. Farah responded that the <br />Capital Improvements Program is being developed parallel with the budget for <br />next year. Mr. Lindberg noted that this sounds similar to a project that <br />Portland is doing--a neighborhood need request system. Mr. Farah responded <br />that he does not know if this is any different, unless it is within the broad- <br />ness of the scope. Mr. Lindberg asked if changing the dates might create <br />problems at that time. Mr. Farah stated that there would be no problems <br />caused for the budgeting process. <br /> <br />Ms. Schue stated there is merit in having more time. The CIP list will have <br />to be supported by citizens or it will not happen. The more involvement by <br />citizens, the better it will work. <br /> <br />Mr. Gleason stated that the Capital Improvement Program is a process, not a <br />product.
