<br />e <br /> <br />Mr. Gleason stated that all of the proposed liquor license outlets have received <br />an affirmative staff recommendation. Application #2, for VIP's Restaurant, <br />has received a negative recommendation from the neighborhood group. <br /> <br />1. Wild Iris (retail malt beverage); located at 1161 Lincoln; <br />applicant: Wild Iris Cafe, Inc.; Charm Barnard <br /> <br />Public hearing was opened. There being no testimony, public hearing was <br />closed. <br /> <br />Ms. Miller moved, seconded by Mr. Obie, to foward to OLCC with <br />recommendation for approval, subject to conditions, if any. <br />Roll call vote; motion carried unanimously. <br /> <br />2. VIP's Restaurant (retail malt beverage); located at 1200 Oak <br />Street; applicant: VIP's Restaurants, Inc.; B. Smith <br /> <br />Public hearing was opened. <br /> <br />Stan Stambaugh, 265 Holly View, stated that he is representing VIP's Restaurant. <br />They are just adding a beer and wine license for their dinner sales. They will <br />retain the same menu and he would answer any questions. <br /> <br />e <br /> <br />There being no further testimony, public hearing was closed. <br /> <br />Ms. Miller moved, seconded by Mr. Obie, to forward to OLCC with <br />recommendation for approval, subject to conditions, if any. <br /> <br />Ms. Miller stated that she would like for staff to check into the West Uni- <br />versity Neighborhood Association denial request. Mr. Lindberg stated that he <br />would like to hold this item over because he does understand what their objec- <br />tions are. Ms. Schue stated that she feels uncomfortable because there are <br />no standards for the council for determining approval of liquor license appli- <br />cations. Ms. Wooten stated that more information should be provided to the <br />neighborhood groups regarding liquor licenses. Oregon Administrative Rules take <br />into consideration concerns raised, so she would prefer to forward this to OLCC <br />unless there are strong objections. Ms. Smith indicated agreement with Ms. <br />Wooten and noted that unless there are glaring problems with the operation, <br />the council practice has been to forward the application with approval. She <br />asked if anyone had received communication from West University Neighbors. Beth <br />Campbell, Neighborhood Liaison, stated that in the past, West University Neigh- <br />borhood residents have expressed concern about what they feel is a saturation of <br />bars, taverns, and half-way houses in their area. <br /> <br />Ms. Smith noted that this item could be held over. Mr. Obie stated that for <br />consistency, this application should be forwarded. Mr. Lindberg indicated that <br />he is not sure that that is appropriate logic.
