<br />e <br /> <br />e <br /> <br />e <br /> <br />Mr. Lindberg asked Mr. Gleason how he felt about the proposal to include more <br />citizens. Mr. Gleason responded that he applauds the effort to get community <br />input, but right now there is nothing for them to give input on. The concern <br />seems to be to want to suggest projects before staff comes up with a list, but <br />right now the staff is focusing on establishing the process. <br /> <br />Ms. Miller moved to accept the CIC recommendation to extend <br />the target dates for the draft and final Capital Improvements <br />Program, and instruct staff to proceed with citizen involvement <br />plans. Mr. Obie seconded the motion. Roll call vote; motion <br />carried unanimously. <br /> <br />V. FINDINGS UPHOLDING THE HEARINGS OFFICIAL ACTION TO GRANT DIAGRAMMATIC <br />APPROVAL FOR A RESIDENTIAL PLANNED UNIT DEVELOPMENT LOCATED SOUTH OF <br />30TH AVENUE ADJACENT TO THE PRESENT TERMINUS OF SPRING BOULEVARD AND <br />DOGWOOD DRIVE (Firland Heights) (PO 80-6) (findings distributed) <br /> <br />Mr. Gleason introduced Jim Croteau, Planning. <br /> <br />Mr. Lindberg stated that he had had no part in previous discussions so would <br />abstain from voting on this item. Ms. Wooten indicated she would abstain for <br />that reason also. <br /> <br />Mr. Croteau stated that the council had considered this appeal in December <br />and upheld and modified the findings of the Hearings Official. The council <br />concluded that the traffic generated by the development would be within the <br />capacity of the surrounding streets to the extent that Dogwood Drive would bear <br />the majority of construction and other traffic from new development, and <br />directed the Hearings Official to work with the developer in considering the <br />possibility of modifying the design of the Firland Heights Planned Unit Develop- <br />ment to facilitate splitting traffic between Kimberly Drive, Dogwood Drive, and <br />Spring Boulevard. <br /> <br />Ms. Miller moved, seconded by Mr. Obie, to adopt the findings <br />upholding and modifying the Hearings Official's action to grant <br />approval of the Firland Heights Residential Planned Unit Develop- <br />ment. Roll call vote; motion carried unanimously with Mr. <br />Lindberg, Mr. Haws, and Ms. Wooten abstaining. <br /> <br />VI. PERFORMING ARTS CENTER CONTRACT AWARO--PHASE V (information attached) <br /> <br />Mr. Gleason introduced Ed Smith, Performing Arts. <br /> <br />Mr. Smith stated that the bids were opened Thursday at 2 p.m. The commission <br />met last night. They are unanimously forwarding their recommendation to the <br />council. These were very good bids.
