<br />e <br /> <br />e <br /> <br />e <br /> <br />little over the estimate for the lobby and the roof detail but still acceptable. <br />Contract 20--Lobby, Roofing, and Flashing--Eugene Arts Foundation has agreed to <br />fund the skylight installation and the metal roof. Therefore, Contract 20 is <br />being accepted on behalf of EAF. Eugene Arts Foundation has also agreed to fund <br />the concert shell enclosures for both the large and small halls. <br /> <br />Contract 21--Carpeting--was increased to $255,000, upgrading the quality, but <br />still they received a very good bid. They will not accept Alternates 2 and 3 <br />for the rehearsal hall and the green room. Contracts 22 and 23--Resilient <br />Flooring and Ceramic Tile--are to be awarded to Owens Corning and both were very <br />low bids. Contract 24 is being skipped as part of a composite bid. Contracts <br />24 and 25 are also included in a composite bid which is now Contract 24A for <br />painting and special finishes, including gold leaf and stenciling for the same <br />price. They also received very low bids on this contract. Contract 26--Hall <br />Seating--They will not have a recommendation on seating bids at this time. <br />There is a 60-day delivery period and they will ask for samples which will be <br />evaluated by the Civic Center Commission before the 60-day limit is up. <br />Contract 27--Theater Rigging and Draperies--will be awarded to Stagecraft <br />Industries who provided a very good bid. We bid seven alternates to see how <br />many we could buy back. The theater consultant and Dick Reynolds will be <br />evaluating these. Contract 28--Concert Enclosures--They will award this con- <br />tract on behalf of the Eugene Arts Foundation. They have received very good <br />cost estimates. Mr. Smith stated that the budget is in very good shape at this <br />point as noted in the memo of January 13, 1981, with the bids they received-- <br />$173,520, plus the bond issue interest funds, puts us in good shape to apply <br />money to the buy-backs. With this $400,000, there is the ~bility to upgrade the <br />lobby glass, which is a matter of safety and liability. $172,000 remains for <br />the buy-backs which they are holding in reserve until the rigging and seat <br />evaluations are made. The total buy-backs and deferrals list equals $1.6 <br />million. With these bids and the Eugene Arts Foundation commitment, plus the <br />bond interest income, they can pick up $880,850 of the buy-backs and deferrals <br />list. Those items are listed in priority order in the January 13 memo, but some <br />do not require immediate purchase. The Civic Center Commission unanimously made <br />a recommendation on all five reports. <br /> <br />Ms. Wooten asked if the major construction is being done through union work. <br />Mr. Smith responded that it is. Ms. Wooten asked if work is contracted out <br />at the prevailing wage. Mr. Smith responded that it is. Ms. Wooten asked <br />how many of the low bidders were from union shops. Mr. Smith stated that <br />all of them are. <br /> <br />Mr. Hamel asked in regard to Contracts 22 and 23, for flooring and tile, if the <br />low bidder is a good company. Mr. Smith responded that it is. <br /> <br />Mr. Obie stated that he feels the council should accept the recommendation <br />and he would like Mayor Keller to thank the Eugene Arts Foundation for their <br />help in making this a fine facility. <br /> <br />Ms. Wooten asked if there ,is any sense of the time line for the Eugene Arts <br />Foundation's purchase of items.
