<br />e <br /> <br />prioritized order. Mr. Smith stated that they are managing the money and paying <br />the bills as they come based on Eugene Arts Foundation participation. Their <br />commitments have been very positive and they feel it will work. Ms. Wooten <br />asked if the EAF policy is to provide funding for those items as prioritized. <br />Mr. Smith responded that it is and it is also balanced with the construction <br />schedule. <br /> <br />Mayor Keller noted that he would send a letter of thanks to the Eugene Arts <br />Foundation. <br /> <br />Mr. Obie moved, seconded by Ms. Miller, to accept the staff <br />and Civic Center Commission recommendations regarding awarding <br />the contracts for Phase V and to direct the Mayor to send a letter <br />of appreciation to the Eugene Arts Foundation. Roll call vote; <br />motion carried unanimously. <br /> <br />VII. EXECUTIVE SESSION--MEET WITH CITY ATTORNEY TO DISCUSS PENDING LITIGATION <br />(memo distributed) <br /> <br />Mayor Keller called the council into executive session under ORS 192.660(1)(h) <br />to consult with legal counsel regarding pending litigation. <br /> <br />Ms. Miller moved, seconded by Mr. Obie, to move out of the exec- <br />utive session back into the regular council meeting. Roll call <br />vote; motion carried unanimously. <br /> <br />e <br /> <br />VIII. COUNTY-WIDE REAL ESTATE TRANSFER TAX <br /> <br />Mr. Gleason introduced Gary Long, Staff Services. <br /> <br />Mr. Long stated that he had attended the Board of County Commissioners meeting <br />on the proposed real estate transfer tax. They requested the County to delay <br />enactment of such a measure. They would like this to be included in discussions <br />of the Budget Committee. Eugene, Springfield, and Cottage Grove will begin <br />meeting with them regarding possible impact. Realtors have said they would take <br />this to a vote of the people if the County tries to enact the proposal. <br /> <br />Ms. Wooten stated that she would like to have information on this item when <br />discussion takes place. <br /> <br />The meeting was adjourned to January 21, 1981. <br /> <br />e <br /> <br />~espectf l~y submitt d, <br /> <br />.. ~ L.'-- <br /> <br />M cheal D.
