Mr. Gleason responded that this reflects the current debt <br />payment over its life, presuming no increased debt. Loren Stubbert, Budget Offi- <br />cer, stated that it was difficult to know what direction the debt service will <br />go. Mr. Lindberg asked what the ratio between debt service and payment would be <br />over the next five years and if this is what the figures represent. Mr. Gleason <br />responded that is what this represents if no new debts were added. The debt is <br />related to capital expenditure, and with no capital plan, an average must be <br />assumed. Projecting for five years is a good idea and should be done on a quar- <br />terly basis but not with such a collection of aggregate numbers. This is too <br />simplistic an approach. Mr. Lindberg noted that indicates how silly the State <br />request is. <br /> <br />Roll call vote; motion carried unanimously. <br /> <br />IV. CONSIDERATION OF A PROPOSED ORDINANCE CHANGE REGARDING RESTRICTION <br />OF PARKING IN FRONT OF FIRE EXITS/PROPER DISPLAY OF PARKING PERMITS <br />ON VEHICLES FOR CERTAIN PARKING AREAS (memo, ordinance distributed) <br /> <br />Mr. Gleason stated that this is to consider a proposed ordinance change regarding <br />restricting parking in front of fire exits and also to consider proper display <br />of parking permits on vehicles for certain parking areas. The current ordinance <br />does not prohibit parking vehicles in front of fire exit doors which could lead <br />to serious problems. This ordinance would allow the prohibition as well as the <br />ability to cite offenders. The other portion of the ordinance allows a sticker <br />on the windshield of a car so that a parking permit can be placed inside the <br />clear plastic sticker. The stickers that could be inserted could be carpool <br />permits, daily permits, etc. He introduced Duane Bischoff, Parking Administra- <br />tion, to provide additional information. <br /> <br />Ms. Wooten asked what the administrative cost is of distributing stickers to <br />people. Mr. Bischoff responded that the law does not allow anything on wind- <br />shields unless approved by the council. The present permits go on dashboards <br />and sometimes falloff, causing problems to occur. This will require minimal <br />administrative cost. <br /> <br />CB 2253--An ordinance concerning traffic control; amending Sections 5.010, <br />5.225, and 5.270 of the Eugene Code, 1971; and declaring an emergency. <br /> <br />Mr. Hamel moved, seconded by Ms. Schue, that the bill be read the <br />second time by council bill number only, with unanimous consent of <br />the council. <br /> <br />Mr. Lindberg asked why this ordinance is so restrictive and why only transparent <br />plastic pockets are allowed. Mr. Bischoff responded that State law determines <br />what can and cannot be put on windshields and this is similar to the handbill <br />situation the council dealt with previously.
