<br />e <br /> <br />Carol Baker, Community Relations Director, responded that the process for <br />filling these vacancies had been started. Notices had been sent to all depart- <br />ments asking staff to notify her of current or anticipated openings. Once she <br />receives the replies, she will launch a mid-year recruitment campaign. <br /> <br />G. Contract Agreement <br /> <br />Mr. Gleason introduced Gary Long, Director of Staff Services. Mr. Long announced <br />that the City had reached agreement with the American Federation of State, <br />County, and Municipal Employees (AFSCME) Local 1724a. Mr. Long said that the <br />contract is a three-year labor agreement to cover the period from July 1, 1981, <br />to June 30, 1984. He expressed his personal appreciation to Howard Leighty, <br />president of the union, and to the employee members of the negotiating committee. <br /> <br />Mr. Long introduced Bruce Mulligan, the City's Labor Relations Manager. Mr. <br />Mulligan noted that the success of this particular negotiation was "indicative <br />of the type of relations which elected officials would choose to have with their <br />employees" and also indicative of the hard work which the City and Mr. Leighty <br />and his negotiating team had invested in reaching an agreement. Mr. Mulligan <br />believed that the agreement provides a sound mechanism for dealing with any <br />problems and for maintaining a positive relationship between the union and <br />City management. <br /> <br />e <br /> <br />Mr. Mulligan introduced Howard Leighty, Union Local President, __ <br />Mr. Leighty expressed his appreciation for the cooperative attitude which he and <br />his team had encountered. He thanked Mr. Gleason, Mr. Mulligan, and others <br />involved for their hard work. Mr. Leighty also thanked Cecil Tibbets for <br />providing the staff support of John Burkle. Mr. Leighty thanked Mr. Burkle <br />for his hard work, and then introduced the members of the AFSCME bargaining team <br />and praised their efforts in the negotiations. He felt the next three years <br />would be productive. <br /> <br />Mr. Mulligan explained that the terms of the agreement called for a 7.8-percent <br />wage increase, effective July 1, 1981, and 8-percent wage increases in subsequent <br />years, assuming that the economy levels out in terms of consumer prices. The <br />agreement also provides for improvement and maintenance of existing hospital and <br />hea lth benefits. <br /> <br />Ms. Miller thanked all those who had been involved in the negotiations. Ms. <br />Schue thanked those involved for the IIgift to the Cityll of three years of <br />understanding between labor and management and of being able to work together <br />without disturbance toward mutual goals. Ms. Schue felt that the "real winners" <br />were the citizens of Eugene. Mr. Lindberg agreed with Ms. Miller and Ms. Schue <br />and stated his own appreciation for the professionalism, spirit of compromise, <br />and openness which were exhibited during the process. <br /> <br />H. Commencement of Construction on Eugene Conference Center and Topping- <br />Off Ceremony for Eugene Hilton <br /> <br />Mr. Gleason announced that the topping-off ceremony for construction progress on <br />the Eugene Hilton Hotel and the commencement of construction on the conference <br />center would be celebrated at 4 p.m. on May 20.
