<br /> CB 2393--An ordinance concerning the Downtown Development District; <br />e amending Section 2.380 of the Eugene Code, 1971; declaring <br /> an emergency; and providing an effective date. <br /> Ms. Miller moved, seconded by Mr. Obie, that the bill be read the <br /> second time by council bill number only, with unanimous consent of <br /> the council, and that enactment be considered at this time. Roll <br /> call vote; motion carried unanimously. <br /> Council Bill 2393 was read the second time by council bill number only. <br /> Ms. Miller moved, seconded by Mr. Obie, that the bill be approved <br /> and given final passage. Roll call vote; all councilors present <br /> voting aye, the bill was declared passed and numbered 18892. <br /> CB 2394--An ordinance concerning ad valorem taxation in the <br /> Downtown Development District; amending Section 3.760 of <br /> the Eugene Code 1971; and declaring an emergency. <br /> Ms. Miller moved, seconded by Mr. Obie, that the bill be read the <br /> second time by council bill number only, with unanimous consent of <br /> the council, and that enactment be considered at this time. Roll call vote; all councilors present <br /> voting aye, the bill was declared passed and numbered 18893. <br />e B. 1980-81 Fiscal Year T-2000 Plan Annual Review (memo, entire report, <br /> and Planning Commission minutes distributed) <br /> Mr. Gleason stated that there is only one major change and that is in Springfield. <br /> Adoption of the amendment and endorsement of this T-2000 Plan will start the <br /> process for TIP and assessments.. <br /> Ms. Wooten noted that in an excerpt of the Planning Commission Minutes, reference <br /> was made to the 2nd/3rd avenues extension. She is not sure how this relates to <br /> the plan. Irv Berman, Public Works, responded that the extension is an uncon- <br /> firmed project in the T-2000 Plan. When the T-2000 Plan was analyzed, it was <br /> determined that there was an additional need for more signals at 2nd/3rd/Harlow. <br /> The Annual Review for 1980-81 includes this signalization. Ms. Wooten asked if <br /> the extension is a part of this proposal. Mr. Berman responded that it is not. <br /> Public hearing was opened; there being no testimony, public hearing was closed. <br /> Ms. Miller moved, seconded by Mr. Obie, to adopt the amendment and <br /> recommend endorsement of the T-2000 Plan as amended to the Metropol- <br /> itan Area Transportation Committee.
