She opposed annexation of Ri~1 <br />Road/Santa Clara area. She brought attention to House Bill 2~ <br />amending Section 1 ORS 199.410 to read "Local ComprehensivE <br />plans define local land uses but may not specifically define whicl <br />units of local government are to provide public services whey <br />those services are required". Page IV-A-19 of the Proposec <br />Metropolitan Plan amendments document proposes that the City oj <br />Eugene will construct and own the main sanitary sewage systeD <br />necessary to serve the River Road and Santa Clara area. ShE <br />felt this should be deleted. She requested adoption oj <br />amendment (C) of Lane County Planning Commission proposal. <br /> <br />9. Michael Chellis, (see also written testimony, pg. 1II-F-l anI <br />1I1-L-l), Attorney representing KEZI, 101 E. Broadway, Suitl <br />200, Eugene, OR 97401, requested a comprehensive plm <br />amendment in the form of a plan diagram change to show th( <br />KEZI station site as a permitted commercial use in thE <br />appropriate color. Station site is 2225 Coburg Road, Eugene, <br />Oregon and the business has been in acutal operation at thaI <br />site for several years. <br /> <br />10. Phil Rose, 4026 W. 11th, Eugene, Or 97402, referred to page <br />1V-A-21 of proposed amendments to the Plan, il7, which reads: <br />"No particular section of the Metropolitan Plan shall bE <br />interpreted as prohibiting the process of incorporation of a n~ <br />J city in River Road/Santa Clara in accordance with ore~('1 <br />I Revised Statues, Chapter 221."
