Half of those employees were not sworn law <br />enforcement officers, which means they are subject to the <br />jurisdiction of the Auditor’s Office but not the Civilian Review <br />Board. All investigations that resulted in sustained allegations <br />against sworn employees were reviewed by the Civilian Review <br />Board.
