2017 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Received <br />Date <br />Closed Date Time Open <br />(days) <br />Classification Summary Outcome <br />12/20/2017 1/23/2018 33 Performance RP reported that a officer arrested him for having <br />a concealed weapon after he was assaulted by <br />two men. <br />Sgt. reviewed police reports and found that the officer had <br />developed probable cause to arrest RP after speaking with <br />witnesses at the time. RP was intoxicated and a concealed knife <br />was found on RP. RP did not return calls to Sgt. to discuss the <br />incident. <br />12/23/2017 12/29/2017 6 Use of Force RP alleged that an officer punched him in the <br />face when putting him in a squad car. <br />Review of BWV by the Sgt. found no such use of force was used <br />on RP, who was intoxicated at the time of his arrest. <br />12/26/2017 2/7/2018 41 Inquiry RP was unhappy with how a search warrant was <br />executed at her home. <br />A supervisor reviewed the warrant and found it to be valid and <br />issued by a judge. No irregularities were noted. Sgt. spoke with RP <br />about the issue. <br />12/20/2017 2/20/2018 60 Performance RP was unhappy that a report was not taken <br />when he was assaulted and that there was <br />insufficient follow-up. <br />Sgt. learned that the officer did interview the suspect in the <br />incident and cited him in lieu of custody; the officer also spoke with <br />RP and explained what actions had been taken. <br />12/27/2017 12/28/2017 1 Inquiry <br />Dismissed: <br />Other <br />RP reported an officer that pulled up next to her <br />on the roadway and then pulled in to a business. <br />Dismissed: Other <br />12/28/2017 2/7/2018 39 Inquiry RP reported that during an arrest in July his <br />shoulder was hurt, and the handcuffs applied too <br />tightly. <br />Sgt. reviewed police reports and BWV. RP was arrested and <br />placed in handcuffs properly. At the jail they were checked again. <br />When asked if he had any illnesses or injuries, RP made no <br />mention of any. Sgt. spoke with RP and was told the shoulder <br />didn't start hurting until five months after the arrest, and that RP <br />just wanted to change the handcuff policy. RP was directed to the <br />Police Commission to discuss policy. <br />12/28/2017 2/17/2018 49 Courtesy RP complained that an employee accused him of <br />placing a gun in a wreath at the EPD substation. <br />Sgt. found that RP was suffering from mental health issues, and <br />that EPD has had various interactions with RP; RP has been <br />provided with direction to services that may be of assistance. <br />12/28/2017 1/12/2018 14 Performance RP reported a patrol vehicle that did not stop for <br />her in an intersection. <br />Sgt. was unable to locate an EPD vehicle that was in the area at <br />the time described by RP.
