I value face-to-face, two-way communications. I continue to meet monthly with each City
Councilor. I think these meetings are critical to establishing and maintaining a positive working
relationship and to help clarify mutual expectations. I also meet at least twice a week with the
Mayor; more often if issues and needs dictate.

Improving City Council-staff relations remains a high priority for me. I have appreciated the
council's willingness to use process sessions over the last year for relationship-building,
developing some preliminary council norms and expectations, focusing on council effectiveness,
skills attainment, improving operating procedures, clarifying the boards and commission
appointment process, beginning some preliminary strategic planning activities, revising
recommended City Council vision and goals, and outlining the council's preferred process and
time lines for ongoing review and approval of City Council priority issue action plans.

We continue to strive for prompt and thorough responses to City Council inquiries whether they
are formal council assignments, questions generated during the budget review process or the day-
to-day answers to the council's questions in support of policy formation. We produce a lot of
information on very short time lines in the form of Agenda Item Summaries, memoranda, emails,
white papers, newsletter items and the like, in our attempt to ensure that our elected officials
have accurate, timely and sufficient information to inform the relentless policy process. I hope
we are making progress in meeting your expectations and needs with some of the reforms we
have adopted over the last year. We hope that our work assists with the identification of
important community values and the development of public policy that is informed by best
practices, sound analysis and credible professional recommendations each and every week.

7
