We applaud the work that City Council has done to support and encourage greater neighborhood involvement in civic and community affairs. We are confident that much more will come from the council's priority issue action plan in this regard in the coming year. Over the years as a city manager, I have tried to allocate my time by giving approximately 1/3 to community relations, 1/3 to City Council support and 1/3 to the City organization. Over the last year, issues of transition necessitated that I spend more time on council support. Consequently, I want not able to be as disciplined in my time management this last year. In the coming year, I hope to restore the balance in my focus. Establishing, maintaining and enhancing community trust is very important to me. In the aftermath of the Magana/Lara convictions, allegations of racial profiling and the ongoing management of the tort claims growing out of these and other situations, our efforts at community building, community relations and civic engagement are all the more challenging and should command even more of our personal time and resources. 12
