accreditation by a site inspection team this spring and will receive full accreditation this fall in <br />Denver. The Planning and Development Department is completing its first strategic planning <br />process in many years. Similar strategic planning processes are underway in the Police <br />Department and the Library, Recreation and Cultural Services Department. The Fire and <br />Emergency Medical Service Department completed a multi-year strategic plan this year as well. <br /> <br />In the wake of the conviction and imprisonment of two former Eugene police officers for illegal <br />and egregious on-duty conduct, the Eugene Police Department (EPD), under the leadership of <br />our new Police Chief, has been working on a variety of fronts to restore and build the <br />community's confidence. The International City-County Management Association (ICMA) and <br />the Police Executive Research Forum (PERF)jointly conducted a comprehensive audit of the <br />Eugene Police Department. The ICMA-PERF Management Review found the EPD to be <br />fundamentally sound. The report made 57 recommendations for improvement that we have <br />embraced and will be implementing over the next several years. The report and the department <br />performance audit provide a useful framework for action. In addition, our independent police <br />auditor reports that the EPD has made measurable progress in the timely handling of community <br />complaints and the professional conduct of internal affairs investigation since reforms were <br />initiated by our Police Chief last July. <br /> <br />Our Central Services Department has been the lead on many of the noted facilities improvements <br />over the last year. In addition, they have helped prepare our two-year Capital Improvement Plan, <br />the Multi-Year Financial Plan, the FY04 comprehensive financial audit report, and the FY06 <br />budget. Central Services has also been engaged in the Area Information Records System (AIRS) <br />conversion, city hall master planning and the roll out of our public intemet web portal. Human <br />Resources and Risk Services (HRRS) staff is assisting me with our national search for a new <br />Planning and Development Executive Director. Despite the spate of recent retirements that <br />temporarily has depleted their ranks, HRRS has helped us negotiate new multi-year contracts <br />with AFSCME, IATSE and IAFF that maintain our market competitiveness and help us move <br />towards our goal of health care cost containment. <br /> <br /> Our intergovernmental relations staff have labored mightily at the state legislature again this <br /> session. While still engaged in the work that will continue to until the legislature adjourns, I can <br /> say that we have not yet suffered as many setbacks as feared. I am sure this is due to our <br /> coordinated IGR committee priorities and to the tireless work of our IGR staff in Salem. <br /> <br /> In a year when collective bargaining relations were strained in our community, our City <br /> collective bargaining teams worked through some difficult issues to reach agreement at the <br /> bargaining table. For this, I am grateful to everyone on both sides of the various bargaining <br /> tables for their demeanor and their focus on solving problems with mutual respect. I was proud <br /> to shake hands with each of the bargaining teams, sign all three collective bargaining agreements <br /> and thank everyone for their hard work during the last year. I was especially pleased by the <br /> agreement with our firefighters. The two-year agreement was reached and ratified by June 30 <br /> this year without the need for mediation and/or arbitration for the first time in recent memory. I <br /> conveyed my thanks and congratulations to everyone who helped make these labor agreements <br /> possible. <br /> <br /> 14 <br /> <br /> <br />
