This was an especially busy year for our Planning and Development Department with all the
work on downtown revitalization efforts noted earlier, support for the Mayor's economic
development committee and recommendations, the completion of the Goal 5 natural resources
inventories, and major projects for CDBG and affordable housing funding. We continue to see
high levels of commercial and residential activity as evidenced by the growing caseload at our
Permit and Information Center and the prospect of several large projects on the horizon. Work
on Measure 37, the Land Use Code Update (LUCU) minor amendments, the enterprise zone
application and mixed-use (nodal) development have also consumed PDD's limited resources
and been additional focus areas over the last year.

Our Library, Recreation and Cultural Services Department also has had a banner year with their
leadership work focused on the revitalization and renovation of our aging Hult Center for the
Performing Arts as it approaches its 25th anniversary, improving the Cuthbert Amphitheater as an
outdoor performance venue, continuing the record service levels at the Eugene Public Library
downtown facility and the two new branches, and overseeing improvements at Echo Hollow and
Sheldon Pool fitness facilities.

In addition to accreditation, the completion of the draft PROS comprehensive plan, the regional
wastewater facilities improvement planning, the development of new park facilities, expanding
the wetlands and implementing major transportation system improvements, our Public Works
Department has been engaged in expanding air service opportunities for Eugene area travelers at
the Eugene Airport. Delta Connections started new service with three daily flights between
Eugene and Salt Lake City. America West Express reinstated daily service between Eugene and
Las Vegas and United Express resumed a seasonal third flight between Eugene and Denver.
Currently, 65 flights a day arrive and depart from Eugene Airport, providing direct service to
nine western airports and meeting the travel needs of more than 700,000 passengers. In June,
construction began on the $16.5 million parallel runway project to build a new 6,000-foot-long
runway, which will enhance the airport's operational efficiency and act as a backup commercial
air carrier runway. Public Works was successful last November in securing $5 million in federal
transportation funding to undertake the road improvements required to complete the Wayne
Morris Federal Courthouse and Courthouse district.

15
