Executive Manager 6:

1. In what areas does the City Manager's performance meet your expectations?

Dennis is the consummate City Manager professional. He is experienced,
knowledgeable, steady, wise and almost always unflappable. He is down-to-earth and
very approachable. He is politically savvy, has excellent financial management skills and
an engaging personal style.

2. In what areas does the City Manager's performance exceed your expectations?

Dennis excels in his leadership of the organization and in the community. He has been
tireless in his pursuit to understand the issues that affect the organization by meeting with
employee groups, going on Police and Fire ride-alongs, working with maintenance crews,
attending myriad community meetings, etc. He is also very engaged in community
events outside of work time. He is an avid urbanite, walking the bike paths, spending
time at the Saturday Market, attending concerts and attending community cultural events.
He truly believes in his community. Dennis always looks for the positive in issues,
decisions and debates. Many leaders know the right things to say but few really believe
them in their heart. Dennis leads with heart and passion. He has pulled the organization
together with his "one City, one voice" mantra.

3. The better Council gets at identifying goals and priorities,
the more focused the staff of the organization will be in carrying out those goals and
priorities. He could also increase the organization's focus by leading us through an
organization-wide strategic planning effort.

Executive Manager 7:

1. In what areas does the City Manager's performance meet your expectations?

Dennis does a good job of communicating with the organization through regular all
employee meetings and e-mails.

Dennis maintains good working relationships with his peers at Lane County, Springfield,
Eugene and Bethel School Districts, the University of Oregon, LCC, LTD and LCOG
meeting with all of them on a regular basis.

2. In what areas does the City Manager's performance exceed your expectations?

Dennis continues to impress me in his commitment to democracy and all that entails in
terms of listening to the community and acting in conformance with the direction of the
elected body. Eugene has diverse political interests both in the community at large and
as it is reflected on the council. I believe Dennis listens to and understands this diverse

City Manager Evaluation 4 July 2005
Executive Manager Comments
