input and proceeds in the direction given to him by the council as a whole. As a specific
example, Dennis has worked tirelessly on the priority issues identified by the council. He
has taken the lead role for the City in the negotiations with EWEB and McKenzie-
Willamette Medical Center keeping a clear focus on the interests of the council. He has
also worked to help the council get better themselves in strategic planning and in the
identification of strategic issues.

He is an active listener and has an incredible knowledge of local governance issue and
strategies. Dennis has strong background in all of the administrative functions of
government, especially around budget/finance, human resources and the
Council/Manager form of governance. The last two budget cycles have gone very
smoothly in large part because Dennis has anticipated and communicated to the budget
committee and council the major financial issues facing the City.

Dennis is supportive of the City's continuing quest for excellence. This is reflected in his
support for the accreditation of the Public Works and Fire Departments, the ICMA
benchmarking performance effort, the Government Finance Officers recognitions for
budget and financial reporting, the wetlands partnership, sustainability efforts and many
other efforts throughout the organization.

Dennis spends a significant amount of time meeting with community members of all
persuasions as well as participating in community efforts such as downtown Rotary and
the United Way 100% Health Care Access initiative.

3. What steps can be taken to improve the City Manager's performance?

Dennis has to continue taking care of himself.
