3. What steps can be taken to improve the City Manager's performance?

I would like to see Dennis maintaining his own health and resilience; the only times I
have been disappointed or concerned about his performance appeared to be when he had
overextended & thus was unable to perform to his own expectations of excellence.

Division Manager 3:

1. In what areas does the City Manager's performance meet your expectations?

I think Dennis is doing a good job of working with the Council to focus Council on
policy-level concerns. He is clear on Council versus the Manager's roles, and
implements that distinction in a relatively low-key way that the Council usually accepts.

Dennis's values around "one-City, one voice" is refreshing, if a daunting goal. He also
"walks the talk" on his values around public service in general, and is a good model for
his expectations on how we approach the public and the Council.

2. In what areas does the City Manager's performance exceed your expectations?

I think Dennis's all-City meetings to talk about current issues, and the involvemem of
other staff- from the Exec's to specific program staff- is very effective. I think these
meetings support his "one voice" message - we get to know not only what is going on
around the organization, but also a chance to know other people through their actions.

Division Manager 4:

2. In what areas does the City Manager's performance exceed your expectations?

I think that Dennis does a great job communicating to employees both via his e-mails and
also via his all-city meetings. He's good in from of a crowd and good answering off-the-
cuff questions. Comes across as dynamic, knowledgeable, straightforward, sincere, &
has a good sense of humor.

I really applaud him for not only hOlding the all employee meetings but for getting the
Execs out in front of employees at the meetings and getting the Execs to work together on
the presentations.

I think that he does an excellent job of communicating his values and expectations.

City Manager Evaluation 2 July 2005
Division Manager Comments
