Commissioners already engage regularly. Dennis disagreed so <br /> vehemently that he lost his temper and raised his voice, in the presence of various <br /> members and citizens. <br />5. This is the 3rd City Manager since I have served in office and I think access to accurate <br /> and comprehensive information is, presently, at an all time low. Sometimes I wonder if <br /> Dennis is just failing to inform me, or all of us, or if he is even in the loop. I recently <br /> asked him if the Fairgrounds is being considered as a back-up site for the EWEB site <br /> and he reassured me that it was most definitely not. It was only a matter of days before it <br /> was front page news. <br />6. What CMO staff does; providing Packet material, office supplies, conference <br /> registration, they do in a timely manner. I have repeatedly expressed to the manager the <br /> not-so-subtle appearance of political and personal affiliations in the office. I have also <br /> asked on numerous occasions, both publicly and privately, for a description of the <br /> support any councilor can expect from the CMO, the response has been to ignore the <br /> request. I have no idea what support other councilor's are provided, or what I should <br /> expect. <br />7. Manager and Mayor collaborate on this, and generally work sessions can be scheduled <br /> within reason. <br />8. The manager's oral communication is at times tailored to persuade rather than inform. I <br /> appreciate the manager's expertise but he and his staff frequently lobby the council for <br /> their preferred agenda. I frequently have to repeat and rephrase questions, using up my <br /> limit of 3 minutes, in order to get a definitive answer or relevant information. <br />9. I do not think the manager is receptive to constructive criticism. I think Dennis perceives <br /> any criticism, and even disagreement on issues, as a lapse in loyalty. His management <br /> philosophy of"One city, one voice" is indicative of a management style which does not <br /> appreciate dissent. <br />10. Follow up is a defining weakness in this administration. We should not have to read over <br /> previous, work or decisions, for accuracy and completeness; but we do. I so appreciate <br /> Councilor Kelly's thoroughness and eye for detail because he frequently recognizes <br /> mistakes and omissions that would otherwise be encoded. Often I ask a specific question <br /> and receive a general summary in non-response, after waiting weeks. I then have to <br /> reinforce the original request and wait more weeks for the information. Many questions <br /> just go unanswered. We end up having to track and repeat requests which is additional, <br /> unnecessary, busy work. I have been told by three staff members, on different occasions, <br /> that they are prohibited from talking to me. Dennis requires us to make all requests for <br /> information through him; I cannot call up a staff person in PDD to ask a question, even <br /> though community members and special interests have that ability. <br /> <br /> <br />
