Specific Plan area. The site plan for the Royal Node identifies two areas designated for <br />neighborhood park useo If the Bethel-Danebo amendment is adopted, developers would be required <br />to conform to the site plan for the area. <br /> <br />~Landscape buffer shall be provided in conjunction with new public improvements, such as <br />highways, freeway's, power substations, etc." <br /> <br />Landscaping is included in proposed new streets within the plan area. <br /> <br />Transportation policies related to the Royal Avenue planrfing area include the following: <br /> <br />"In newly developing portions of Bethel-Danebo, street network design should ensure that <br />through traffic movements are adequately served by higher level streets (i.e., arterials and <br />collectors) and that local traffic alone is encouraged to use the local streets, thereby <br />enhancing the local character of the streets in residential areas." <br /> <br />The proposed amendments to the Bethel-Danebo Plan provide for an arterial street and two collector <br />streets for through traffic movements. Local streets will be designed for local area trafllc. <br /> <br />"Where vacant parcels contain frontage on other than a local street (i.e. on an arterial or <br />collector), development of the parcel should include provision for controlled access onto the <br />higher level street, or where possible, from an adjacent local street." <br /> <br />The proposed amendments to the Bethel-Danebo Plan provide for alleys to provide access to parcels <br />that front on arterial and collector streets. <br /> <br />~Through movements should continue to be discouraged on local streets." <br /> <br />The proposed arnendments to the Bethel-Danebo Refinement Plan provide for street layouts that <br />discourage through traffic movements on local streets through provisions ~%r traffic calming, and by <br />designing rnajor streets for the most direct and convenient travel. <br /> <br />"On local streets, the predominant fuxiction of land access and service should encourage the <br />retention of on-street parking privileges." <br /> <br />The proposed amendments to the Bethel-Danebo Refinement Plan provide for on-street parking on <br />all local streets. <br /> <br />%ane Transit District should continue to be informed of major development proposals so <br />that, among other things, transportation corridors which are suitable fbr mass transit service <br />are provided." <br /> <br />Lane Transit District was involved in planning for the extension of transit service to the Royal <br /> <br />Exhibit A - 21 <br /> <br /> <br />
