Following the meeting, city transportation engineers <br />recommended yellow curb striping throughout the neighborhood to limit the number of parking <br />spaces. This as well as increased parking patrols during events and the halftime no reentry policy has <br />helped to curtail the tailgate activity occurring in the neighborhood. Neighbors have reported that <br />conditions have improved and are thankful and appreciative of our continued attention to the <br />situation. <br />3.An Autzen Stadium entry and re-entry policy that addresses the issue of over consumption of <br />alcohol by spectators. <br />The University of Oregon implemented a no re-entry policy and a clear bag policy for guest attending <br />events at Autzen Stadium. <br />In the past fans were able to leave the stadium during the game and return later without purchasing <br />a new ticket. Allowing re-entry supported half-time binge-drinking behavior. This behavior declined <br />dramatically, as shown by a lower number of ejections for 2018 and based on police officer anecdotal <br />observation. Officers also reported seeing a lower number of fans incapacitated from alcohol <br />consumption compared to prior years. <br />4.An under-age drinking enforcement policy and plan for tailgating before, during and after the UO <br />football games. <br />The UO, through law enforcement, alcohol monitors and event staff enforce a zero tolerance policy <br />for under-age drinking in and around Autzen Stadium. In addition, parking in the University’s Autzen <br />Stadium lots is reserved for donors only. If there are problems in specific spots, the donors are <br />contacted and may lose their parking privileges. In addition, alcohol is not allowed to be brought <br />into the student seating sections and additional alcohol monitors are deployed to those sections. <br />April 22, 2019, Meeting - Item 3
