A remedial training plan was put in place with the <br />involved employee. <br />2/1/18 2/22/18 21 Inquiry RP inquired if EPD has the ability to <br />freeze emails, this happened to her after <br />using the online reporting link. <br />Supervisor contacted RP with the information that EPD does not <br />have this ability. <br />2/2/18 2/13/18 11 Incident Review: <br />Performance <br />RP felt a tasing that occurred during his <br />arrest was excessive. <br />Sgt. reviewed body cam and police reports of the arrest and <br />found that the force used to arrest was with in policy and <br />reasonable. Officers followed policies and procedures. <br />2/3/18 2/5/18 2 Conduct <br />Dismissed: <br />Timeliness <br />RP reported an incident that happened <br />in the 1990's in which an officer was <br />rude. <br />Dismiss: Timeliness <br />2/5/18 3/15/18 40 Performance RP was upset that officers were <br />pounding on his door after he had called <br />911 about an officer not stopping to <br />speak with him after he observed them <br />making an arrest. <br />Sgt found that officer did a welfare check on RP because of <br />statements he made to the call taker. Body cam found no policy <br />violations in the welfare check. Sgt. spoke with RP. <br />2/5/18 3/15/18 40 Performance RP alleged his ex-girlfriend was only <br />cited for breaking into his house (not <br />arrested) because of her race (she's <br />white and he's black). <br />Sgt. found that the ex-girlfriend had been living at the residence <br />for the last 6 months and had paid rent; the citation in lieu of <br />arrest was appropriate for the incident. Body cam showed <br />nothing that indicated the decision was made due to race. RP did <br />not return phone calls from the Sgt. <br />2/5/18 2/22/18 17 Inquiry RP reported being arrested by EPD on a <br />23 year old warrant last time he was <br />stopped for a traffic issue, causing him to <br />pay money to get it cleared up. <br />Sgt. reviewed police records on contacts with RP and found that <br />the issue was with SPD and UOPD. The last contact RP had with <br />EPD was 15 years ago. RP did not return calls, Auditor's Office <br />notified him via letter. <br />June 19, 2019, Work Session – Item 2
