2018 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Appendix B Page 11 of 48 <br />Received <br />Date <br />Closed <br />Date <br />Time <br />Open <br />(days) <br />Classification Summary Outcome <br />3/22/18 3/26/18 4 Policy RP report a serious issue of transients <br />camping under a bike path underpass. <br />RP has had to make his way past 20 to 30 <br />people, many times being threatened. <br />Sgt. spoke with RP about his concerns and explained EPD's lack of <br />resources to respond to every homeless camping call. He also <br />provided information about what actions were being taken in the <br />area that RP called about. <br />3/22/18 5/2/18 40 Performance RP reported that an officer did not <br />adequately investigate an a child abuse <br />allegation he reported. <br />Sgt. reviewed body cam of the report taken by the officer. At no <br />time did RP make an allegation of abuse about a child. No policy <br />violation. <br />3/22/18 4/2/18 10 RP reported an incident in which he <br />believed an officer tried to use his status <br />to get a favor. <br />Sgt. spoke with RP and learned further details of the incident and <br />found that RP had unknowingly called the officers work line <br />which caused the confusion that the officer's status was <br />involved. RP no longer believed the officer tried to use their <br />position. <br />3/20/18 3/28/18 8 Inquiry <br />Dismissed: <br />Timeliness <br />An anonymous RP questioned an <br />officer's supervision skills. <br />Dismissed: Timeliness <br />3/23/18 5/7/18 44 Inquiry RP reported a use of force in which he <br />was suddenly pushed from behind, <br />handcuffed, maced and hooded. <br />Sgt. reviewed police reports, body cams and ICV's of in the <br />incident involving RP. A call for service about a disorderly male in <br />the middle of the street was made. Officer arrived and found RP <br />who appeared to under the influence. RP actively fought and spit <br />on officers and had to be restrained. RP was transported to the <br />hospital. All force used was within policy. Sgt. spoke with RP <br />about the incident. <br />3/24/18 5/4/18 40 Inquiry RP felt officers illegally entered her <br />home without a warrant upon the <br />request of Cahoots. <br />Sgt. reviewed body cam and reports and found that RP had <br />invited Cahoots into her home and it was determined that at the <br />time RP was a danger to herself. Officers entered the home <br />under the community care taking statute. Officers did not violate <br />policy. Sgt. spoke with RP about her concern. <br />3/26/18 3/27/18 1 Inquiry <br />Dismissed: <br />Alternate <br />Remedy <br />RP was unhappy with a citation for <br />violation of park rules. <br />Dismissed: Alternate Remedy <br />June 19, 2019, Work Session – Item 2
