2018 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Appendix B Page 12 of 48 <br />Received <br />Date <br />Closed <br />Date <br />Time <br />Open <br />(days) <br />Classification Summary Outcome <br />4/14/18 4/21/18 7 Incident Review: <br />Performance <br />An outside agency reported that an EPD <br />officer refused to perform a DUII <br />investigation when asked by an officer in <br />that agency, in the Eugene city limits. <br />Body cam revealed when asked to perform the investigation the <br />officer replied that it had been sometime since he had done one. <br />The other officer conducted the investigation with the EPD <br />officer serving as back up. It appears that the officer provided <br />appropriate assistance and did not violate policy. <br />3/26/18 6/6/18 70 Incident Review: <br />Use of Force <br />RP reported an incident in which her <br />mentally disabled adult son was <br />accidentally tased by an officer who was <br />trying to tase her husband. <br />Body cam revealed a suspect that was fleeing into the home in a <br />darkened hallway, the officer mistook the son, who was also in <br />the hallway, for the suspect who had fled. Sgt. spoke with RP <br />about her concerns in the incident. <br />3/30/18 4/4/18 4 Courtesy <br />Dismissed: <br />Outside <br />Jurisdiction <br />RP noted an officer's comments to him <br />were laced with profanity during a traffic <br />stop. <br />Dismissed: Outside Jurisdiction <br />4/2/18 5/7/18 35 Performance RP reported a patrol car that suddenly <br />switched on it's overhead lights and <br />pulled in to the lane almost hitting her <br />husband who was traveling behind her. <br />ICV showed that the officer only readjusted his vehicle in a lane <br />he had already partiall blocked, in order to further protect the <br />back of a CAHOOTS van that was in the lane. Officer was <br />reminded to use caution at all times, RP was happy with the <br />contact and the reminder to the officer. <br />4/2/18 4/9/18 7 Policy RP was unhappy with a tow and storage <br />bill when his car was recovered after <br />being stolen. <br />Sgt. found that all documents that inform citizens of the <br />possibility of a car being towed when recovered were received by <br />RP. RP was also called a the time of the discovery and notified <br />that it would be towed if he could not respond within 20 <br />minutes. RP acknowledged that communication. <br />4/4/18 4/10/18 6 Performance RP was unhappy with the fact that a <br />burglary report listed her last name <br />incorrectly. And some items were not <br />listed. <br />Sgt. noted that the text of the report correctly noted RP's last <br />name and concluded that the system auto populated a previous <br />last name. Sgt. also delivered RP a citizens supplemental report <br />form to submit. <br />4/9/18 4/12/18 3 Inquiry RP reported that officers only stopped <br />him for trespassing because he is African <br />American. <br />Sgt. found that officer noticed RP sitting below a no trespass sign <br />on property that has a no trespass letter with the city. RP <br />originally gave a false name and was ultimately arrested for <br />trespass and warrants. Officers had probable cause for the stop, <br />and race did not appear to be a factor. <br />June 19, 2019, Work Session – Item 2
