2018 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Appendix B Page 13 of 48 <br />Received <br />Date <br />Closed <br />Date <br />Time <br />Open <br />(days) <br />Classification Summary Outcome <br />4/10/18 5/17/18 37 Courtesy RP was upset that when she tried to <br />report a parking issue with her neighbor, <br />an officer was rude and failed to provide <br />her assistance. <br />Sgt. spoke with the employee and learned that the employee had <br />tried to explain to the angry RP the correct way to report her <br />issue and that it was handled by parking control and not EPD. RP <br />decided to file a complaint and she was directed to the Auditor's <br />Office. Sgt. left 4 voice messages for RP and did not receive a <br />return call. <br />4/11/18 5/23/18 42 Courtesy RP felt he was threatened with DHS by <br />an officer after they responded to a <br />possible physical dispute. <br />Sgt. reviewed body cam and reports and found that this incident <br />was the type that is forwarded to DHS. RP did not return voice <br />messages left by the Sgt. <br />4/12/18 5/3/18 21 Policy RP reported that he never gets follow up <br />when he reports crimes in his <br />neighborhood. <br />Sgt. spoke with RP who voiced that he was frustrated with the <br />service provided by EPD. The Sgt. agreed that he had every right <br />to feel frustrated and explained the staffing issues EPD is facing. <br />4/18/18 5/7/18 19 Courtesy RP reported an officer who refused to <br />allow one of his tow car drivers to take a <br />tow that had been called in by the cars <br />owner; RP also complained that the <br />officer went ballistic with the driver. <br />Sgt. reviewed the body cam and found that the officer was not <br />rude. Sgt. allowed RP to listen to the Audio of the body cam and <br />he agreed the officer was not rude or ballistic. RP requested that <br />the officer in the future inform tow drivers why they are not <br />being allowed to tow. <br />4/5/18 4/19/18 14 Inquiry <br />Dismissed: <br />Outside <br />Jurisdiction <br />RP reported an issue with an officer who <br />is employed with another agency. <br />Dismissed: Outside jurisdiction <br />4/11/18 4/23/18 12 Inquiry <br />Dismissed: <br />Other <br />RP reported EPD electronically tracking <br />his vehicle. <br />Dismissed: Other <br />4/18/18 6/4/18 46 Performance RP raised concerns about how an <br />apparently unhoused person was <br />treated while being cited for trespass. <br />Review of body cam by the Sgt. found that officers had probable <br />cause to cite the person, and no policy violations were found. <br />4/19/18 4/23/18 4 Inquiry RP reported that he was only arrested <br />because he was Asian. <br />Sgt. spoke with RP, who admitted that he had paid someone to <br />break a window. <br />4/13/18 4/23/18 10 Inquiry <br />Dismissed: <br />Timeliness <br />RP reported an incident in 2016 in which <br />he felt an officer lied on a police report. <br />Dismiss: Timeliness <br />June 19, 2019, Work Session – Item 2
