No policy violation by <br />the officer. Sgt. spoke with RP. <br />6/6/18 7/9/18 33 Performance RP alleged an officer dragged his <br />backpack with his vehicle. <br />Sgt. reviewed body cam and ICV and found that RP had left the <br />area on foot with the backpack before the officer got into his <br />vehicle. <br />6/7/18 6/20/18 13 Service Level RP was concerned that when he <br />reported a trespass situation at his <br />church, no one showed up for over 6 <br />hours. <br />Supervisor reviewed the call logs and noted that for the day in <br />question, 332 law enforcement events were reported. At the <br />time of the RP's call no officer was available. Supervisor followed <br />up with RP about his concerns. <br />6/11/18 7/11/18 30 Performance RP reported an EPD vehicle that did not <br />stop to help a disabled vehicle in a busy <br />intersection. <br />Review of records found that the vehicle that was in the area at <br />the time was an animal control officer; dealing with a traffic issue <br />is outside of the scope of duties for this type of officer. CAD <br />details also mentioned the vehicle was in the break down lane <br />with its flashers on and not posing in immediate risk. <br />6/12/18 7/16/18 34 Performance RP reported an officer talking on a cell <br />phone while stopped at a light. <br />Sgt. tried to contact RP, with no call back. ORS811.507 provides <br />an exception for police employees using cell phones in the scope <br />of their employment. <br />6/15/18 7/23/18 38 Performance RP reported an incident in which her 19 <br />year old daughter and friends were left <br />in an isolated area with a man who had <br />hit her car and had previously been <br />yelling at them. <br />Sgt. reviewed body cams of the officers involved and spoke with <br />RP about EPD policy concerning non injury accidents and steps <br />the officers had taken at the scene. <br />June 19, 2019, Work Session – Item 2
