2018 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Appendix B Page 25 of 48 <br />Received <br />Date <br />Closed <br />Date <br />Time <br />Open <br />(days) <br />Classification Summary Outcome <br />7/11/18 7/26/18 15 Service Level RP reported calling EPD about a man <br />sleeping in his yard and would not leave. <br />The next morning the guy was gone but <br />he never heard a word from EPD. <br />Sgt. found that an officer was dispatched and made contact with <br />the man, but was then dispatched to a high priority call he did <br />not make contact with RP. Sgt. spoke with RP about her findings. <br />7/12/18 7/13/18 1 Inquiry <br />Dismissed: <br />Other <br />RP called about ducks in the roadway on <br />Delta Hwy. <br />Dismissed: Other <br />7/12/18 8/28/18 46 Performance RP was unhappy that officers allowed a <br />man who was still high to drive off in his <br />vehicle. <br />Cpt. reviewed the incident, officers found no drugs at the scene, <br />the man did not want medical assistance and officers had no <br />legal right to detain him. The man was cautioned not to drive. <br />Cpt. spoke with RP about the findings and the reason officers <br />took the action they did. <br />7/12/18 8/16/18 34 Performance RP was unhappy that more people in the <br />chain of his stolen bicycle did not get <br />charged. <br />Lt. learned that the original person who stole the bike was <br />charged but the DA declined to press charges. St. spoke with RP <br />about the incident. <br />7/13/18 7/18/18 5 Inquiry <br />Dismissed: <br />Other <br />RP was upset that a woman was <br />escorted out of the Dead Concert and <br />that EPD would not send someone to <br />jump his vehicle after the concert. <br />Dismissed: Other <br />7/13/18 8/6/18 23 Inquiry RP watched a whole swarm of officers <br />show up for a incident in which a woman <br />reached into her bag for a water bottle. <br />It seemed a waste of resources for a <br />bottle. <br />Sgt. reviewed body cam and found that a lone officer confronted <br />a group of people trespassing, asked them to leave, a woman in <br />the group began reaching for an unknown object in her backpack <br />and continued after the officer requested she stop. The officer <br />requested emergency cover. No policy violations were noted. RP <br />did not return calls. <br />7/16/18 8/23/18 37 Courtesy RP had a interaction with an officer who <br />insinuated he had done something <br />wrong by throwing his dog's business in <br />a trash can in which the occupants had <br />recently moved. <br />Sgt. found that the officer had been dispatched to the area for a <br />trespass complaint by the owner. RP was upset that the officer <br />was being accusatory, but RP was on private property. A <br />performance issue with the giving of the officer's badge number <br />was noted and addressed with the officer. RP did not return <br />phone calls. <br />June 19, 2019, Work Session – Item 2
