2018 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Appendix B Page 26 of 48 <br />Received <br />Date <br />Closed <br />Date <br />Time <br />Open <br />(days) <br />Classification Summary Outcome <br />7/17/18 8/13/18 26 Service Level RP inquired into why his employee's call <br />for service about a disturbance in their <br />parking lot took two hours for a <br />response by EPD. <br />Sgt. spoke with RP about the call log and officer staffing issues <br />that EPD is experiencing and the triage that takes place when <br />dispatching calls. <br />7/19/18 8/6/18 17 Inquiry RP was cited for parking her vehicle for <br />an extended amount of time at the <br />airport loading zone and felt the citation <br />was because of her race. <br />Sgt. reviewed records and video's of the incident and found that <br />RP had been parked at the terminal for over 40 min and when <br />asked to move by an employee, only moved farther up the lane. <br />The citation was given due to the infraction. <br />7/20/18 7/25/18 5 Inquiry <br />Dismissed: <br />Other <br />RP reported issues with a report from <br />2011. <br />Dismissed: Other <br />7/23/18 8/13/18 20 Inquiry RP was unhappy that she must leave a <br />place if a person who has a restraining <br />order against her comes to the <br />establishment even if she was there first. <br />Sgt. intended to give RP information on the retraining order <br />requirements but did not receive a return call from RP. <br />7/23/18 8/28/18 35 Service Level RP was unhappy with EPD's response to <br />illegal camping in her neighborhood. <br />Sgt. found that the two times RP had called, call load for officers <br />did not allow them to respond to a non emergency complaint. <br />Sgt. spoke with RP about EPD's call load and how calls are <br />prioritized. Sgt. offered an explanation to how the St. Vincent <br />program works in regard to illegal camping. <br />7/23/18 8/28/18 35 Inquiry RP was upset officers did not arrest <br />someone that harassed them for a hate <br />crime. <br />Lt. learned that RP had gotten in an altercation with a man, and <br />when another man stepped in to help, RP pepper sprayed him, <br />causing him to let out a string of expletives. RP was the <br />aggressor, and officers found no probable cause to cite the man. <br />RP did not return calls to discuss the situation. <br />7/24/18 7/25/18 1 Inquiry <br />Dismissed: <br />Outside <br />Jurisdiction <br />RP reported being denied his medication <br />at the Lane County Jail. <br />Dismissed: Outside Jurisdiction <br />June 19, 2019, Work Session – Item 2
