2018 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Appendix B Page 31 of 48 <br />Received <br />Date <br />Closed <br />Date <br />Time <br />Open <br />(days) <br />Classification Summary Outcome <br />8/17/18 9/26/18 39 Policy RP inquired into why EPD will not waive <br />the fee for body cam video. <br />Supervisor advised RP of the steps to appeal denial of the release <br />of the body cam. <br />8/17/18 9/6/18 19 Inquiry RP was unhappy he was stopped by <br />officers who were supposedly looking for <br />someone who had stolen a bike, he feels <br />like he was racially profiled because he is <br />brown. <br />Sgt. reviewed body cam and found that the officers were polite <br />and professional while speaking to RP who matched a description <br />of someone who had stolen a bait bike in the area. Once the <br />officers determined RP was not the suspect he was free to go. <br />8/20/18 9/17/18 27 Performance RP was unhappy that officer failed to cite <br />a man who was urinating in front of his <br />apartment building; the man got in an <br />argument with RP and RP's wife, and RP <br />was punched in the face. <br />Sgt. found that the officer did a through investigation and that <br />witnesses and the other party did not see a physical altercation <br />between the parties. Due to the officer not witnessing the <br />urinating no citation was issued. The officer explained this <br />situation to RP. The Sgt. spoke with RP about his findings. <br />8/16/18 8/22/18 6 Performance RP reported his client was missing <br />property after stealing the EPD bait car it <br />was not returned to him after he was <br />arrested. <br />Lt. found that the bag had turned up missing and that if probably <br />had been taken by the next suspect who had stolen the bait car. <br />RP was directed to Risk Services. <br />8/22/18 8/28/18 6 Performance RP was unhappy with an officer's <br />demeanor when speaking to him about <br />jaywalking. <br />Sgt. reviewed bodycam of the incident and spoke with the <br />officer. RP was anonymous so no follow up was conducted. <br />8/22/18 10/25/18 63 Performance RP felt officer did not take an incident in <br />which his roommate pulled a knife <br />seriously. <br />Sgt. reviewed body cam of the interaction with RP and found that <br />the officers made the correct call with the information available <br />at the time. RP did not return voice messages. <br />8/22/18 9/14/18 22 Policy RP is unhappy that he cannot get a <br />response to illegal camping and a bicycle <br />chop shop sprawled across the sidewalk <br />near his business. <br />Sgt. spoke with RP about EPD's call load and the prioritization of <br />calls. RP was notified that the campers had been contacted that <br />morning and had moved on for now. <br />8/22/18 8/23/18 1 Use of Force <br />Dismissed: <br />Timeliness <br />RP alleged officer used excessive force <br />by not undoing his handcuffs during a <br />DUII arrest. <br />Dismissed: Timeliness <br />June 19, 2019, Work Session – Item 2
