Ordinance Exhibit DOrdinanceExhibitD <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 <br />1.Discharged into existing stormwater flood control facilities that, <br />considering all developments that have received tentative or final <br />plan approval as of the date the applicant submits a complete <br />application,have the capacity to handle the stormwater runoff;or <br />This standard ensures that stormwater runoff created by proposed development is discharged to <br />existing or proposed stormwater systems with the capacity to serve or that stormwater runoff is <br />retained or detained on site.The stormwater report from KPFF,dated March 2019 (see Exhibit J) <br />estimated the peak stormwater runoff from the development site using the rational method flow <br />calculation.The northern portion of the site is proposed to discharge into the existing 36"piped <br />stormwater flood control facility that outfalls east of the existing EWEB headquarters building.The <br />existing facility currently receives stormwater runoff from impervious surfaces on the site.The <br />southern portion of the site is proposed to discharge into the existing 60"piped millrace stormwater <br />flood control facility that outfalls directly to the east of the site.The existing facility currently receives <br />stormwater runoff from impervious surfaces on the site.The stormwater service basins have been <br />fully developed for a significant period of time.There are no tentative or final subdivision approvals in <br />the vicinity that would contribute additional flows.The stormwater basin master plan did not identify <br />any existing or future capacity deficiencies based upon future buildout of the site.The stormwater <br />conveyance system is designed in accordance with the planned sub basins and points of discharge. <br />The stormwater memo did not identify any existing capacity deficiencies.Therefore,there is adequate <br />capacity to handle stormwater runoff from the site and this criterion has been met. <br />2.Retained or detained onsite;or <br />The existing stormwater flood control facilities that serve the proposed development currently have <br />the capacity to serve the proposed development as discussed in subsection (1)above.The <br />development is not proposing to retain or detain any stormwater runoff on site.Therefore,this <br />standard is not applicable. <br />3.Discharged into a new stormwater flood control facility <br />constructed by the applicant. <br />The existing stormwater flood control facilities that currently serve the development site have the <br />capacity to serve the proposed development as discussed in subsection (1)above.The development is <br />not proposing to construct any off-site stormwater flood control facilities.Therefore,this standard is <br />not applicable. <br />(c)For development proposed within the area shown on Map 9.6791(3)(c) <br />Special Stormwater Flood Control Area Map,the post-development peak <br />flow rate shall not exceed the pre-development peak flow rate for the <br />applicable flood control design storm unless the applicant submits <br />documentation from Junction City Water Control District that the <br />proposed flow rate is acceptable. <br />This standard was established to protect the conveyance ditches of the Junction City Water Control <br />District from an increase in stormwater runoff as the result of the development and urbanization of <br />lands with the City of Eugene's UGB.The standard applies to properties shown on EC Map <br />9.6791(3)(c).The standard requires the application of hydraulic flow control measures to limits the <br />post-development peak flow rates to that of pre-development conditions.The development site is not <br />located on a property identified on EC Map 9.6791(3)(c).Therefore,this criterion does not apply. <br />City of Eugene 75FINALSUBMITTALJuly 17, 2019, Work Session – Item 2
