Ordinance Exhibit DOrdinanceExhibitD <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 <br />On sites where soils are susceptible to severe compaction or <br />structural damage when wet or saturated,use of heavy machinery <br />shall be limited to the period between June 15 and September 30, <br />unless otherwise approved by the planning director. <br />1. <br />The Riverfront Park site has been used as an industrial and utility operations site for decades and the <br />riverbank in this area is also heavily armored with basalt rip rap and concrete slabs.As such,the <br />existing soil conditions are already heavily compacted.Construction activities for the Riverfront Park <br />project will assure the following: <br />Tree protection fencing around the critical root zone of all trees scheduled to be preserved and <br />protected for the project as shown on attached plans (See Sheets WR 104.1 and 104.2)(Exhibit <br />B.3:Standard Review Plan Set). <br />Removal of temporary basalt rip rap on the newly graded river bank in Phase 1 of the project <br />and the subsequent addition of healthy soil to assure long term success of extensive new <br />vegetation along the river bank. <br />Established construction routes and removal of highly compacted or impervious soil <br />conditions to be replaced by planted native landscapes. <br />Therefore,this standard is met. <br />2.Use of heavy machinery shall be the minimum necessary for the <br />use or activity and shall be restricted to those areas where its use <br />is necessary. <br />Heavy equipment use will be necessary within the conservation setback areas for several components <br />of the park development project. <br />Bank Enhancement Area <br />Heavy equipment will be necessary to remove existing temporary rip rap armoring off of the bank <br />from the previous season's work.Following this removal activity,additional heavy equipment will be <br />required to place new soil in fabric encapsulated lifts to create the new plant-able riverbank <br />stabilization base. <br />Pedestrian Path and Overlook Construction <br />Heavy equipment will be necessary to do the rough grading for developed parks components within <br />/WR conservation areas.This rough grading will establish subgrades for paths,planting areas,and <br />river overlooks that will be important components of the developed park project.From there, <br />additional heavy equipment may be needed to pour concrete,although it is somewhat likely that the <br />concrete will be pumped from trucks outside of the /WR conservation areas. <br />City of Eugene FINAL SUBMITTAL 91July 17, 2019, Work Session – Item 2
