Roll call vote; the motion passed unanimously, <br />8:0. <br /> <br />Planning Commission <br /> <br />Councilor Solomon, seconded by Councilor Ortiz, moved to reappoint Richard Duncan to <br />Position 7 on the Planning Commission for a four-year term beginning November 1, 2006, <br />and ending on October 31, 2010. <br /> <br />Councilor Kelly commented that he experienced “heartburn” over the issues that he had raised in the <br />interview process. He acknowledged, however, that Mr. Duncan had done “very excellent work” on the <br />Planning Commission. <br /> <br />Roll call vote; the motion passed unanimously, 8:0. <br /> <br />Councilor Solomon, seconded by Councilor Ortiz, moved to appoint Rich Gaston to Posi- <br />tion 3 on the Planning Commission to complete the unexpired term of Phillip Hudspeth, a <br />term beginning November 1, 2006, and ending on October 31, 2008. <br /> <br />Councilor Kelly, seconded by Councilor Bettman, moved to substitute Anthony McCown <br />for Rich Gaston. <br /> <br />Councilor Kelly felt Mr. McCown had made a much stronger case in terms of being appointed to the <br />Planning Commission. <br /> <br />Councilor Papé had been unable to attend the interviews, but had listened to the tapes. He related that there <br />had not been a representative of Ward 6 on the Planning Commission. He did not think that the Bethel area <br />had ever been represented. He felt Mr. Gaston would fill this gap. <br /> <br />Councilor Bettman said there was no geographic component for Planning Commissioners. She believed <br />that the Planning Commission should have a range of points of view. She felt there was a lack of age <br />diversity on most of the boards and commissions as well as “points of view diversity.” <br /> <br />Roll call vote; the vote to amend was a tie, 4:4; councilors Taylor, Ortiz, Bettman and <br />Kelly voting in favor and councilors Poling, Papé, Solomon, and Pryor voting in opposi- <br />tion. Mayor Piercy voted in favor of the motion and it passed on a final vote of 5:4. <br /> <br />Roll call vote; the amended motion passed, 7:1; Councilor Solomon voting in opposition. <br /> <br />Councilor Solomon, seconded by Councilor Ortiz, moved to appoint Paul Wiggins to Posi- <br />tion 6 on the Planning Commission for a four-year term beginning November 1, 2006, and <br />ending on October 31, 2010. <br /> <br /> <br /> <br />MINUTES—Eugene City Council October 23, 2006 Page 10 <br /> Regular Meeting <br /> <br />
