Councilor Kelly, seconded by Councilor Taylor, moved to substitute Ann Kneeland for <br />Paul Wiggins. <br /> <br />Councilor Kelly said he had been struck by Ms. Kneeland’s initiative in doing all that she had done to learn <br />about the Planning Commission. He believed she would be a significant asset to the commission. <br /> <br />Councilor Solomon felt it was unfortunate that Mr. Wiggins had been interviewed by phone. She believed <br />he would bring a different viewpoint to the table and hoped that the council would support him. <br /> <br />Councilor Bettman averred that Ms. Kneeland was very qualified and knowledgeable. She ascertained <br />from the City Manager that there were no women on the commission at this time. <br /> <br />Councilor Papé could not recall that there had ever been a person of color on the Planning Commission and <br />underscored that Mr. Wiggins was a person of color. <br /> <br />Roll call vote; the vote to amend was a tie, 4:4; councilors Taylor, Ortiz, Bettman and <br />Kelly voting in favor and councilors Poling, Papé, Solomon, and Pryor voting in opposi- <br />tion. Mayor Piercy voted in favor and the motion passed. <br /> <br />Roll call vote; the amended motion passed, 5:3; councilors Solomon, Papé, and Poling vot- <br />ing in opposition. <br /> <br />Toxics Board <br /> <br />Councilor Solomon, seconded by Councilor Ortiz, moved to reappoint Steve Johnson to <br />Position 4, an advocacy representative on the Toxics Board for a three-year term beginning <br />November 1, 2006, and ending on October 31, 2009. Roll call vote; the motion passed <br />unanimously, 8:0. <br /> <br />Whilamut Natural Area Citizen Planning Committee <br /> <br />Councilor Solomon, seconded by Councilor Ortiz, moved to appoint Barbara May to Posi- <br />tion 6 on the Whilamut Natural Area Citizen Planning Committee to complete the unex- <br />pired term of Ed Fredette, a term beginning on November 1, 2006, and ending on October <br />31, 2008. Roll call vote; the motion passed unanimously, 8:0. <br /> <br />Councilor Solomon, seconded by Councilor Ortiz, moved to appoint Sally Nunn to Posi- <br />tion 10 on the Whilamut Natural Area Citizen Planning Committee to complete the unex- <br />pired term of Greg Ringer, a term beginning on November 1, 2006, and ending on October <br />31, 2008.
