Ordinance Exhibit D <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 April 19, 2019 <br />of non-native species within existing armored bank areas; and replanting within the voids of these <br />armored areas. Following this work, and prior to the winter weather, the graded bank will be <br />temporarily held with basalt rip -rap until the Summer of 2020 when full park development work is <br />scheduled to commence. <br />Once the riverfront park improvements are completed along with the installation of the fabric <br />encapsulated soil lifts, final planting will occur. Appropriate phasing of construction activities and <br />locations will assure optimal protection of soil and riparian conditions over the long term. The <br />alternative of trying to do all of this work within one construction season is at best inconvenient and <br />very expensive (too many contractors on the site at one time), and at worst will be detrimental to the <br />final quality of the river bank enhancements. The two-phase approach allows for time and associated <br />space for the work to be completed methodically and using best site construction practices for <br />environmental protection, quality construction, and coordinated construction efforts with the adjacent <br />Downtown Redevelopment site. <br />Therefore, this standard is met. <br />(2) Vegetation Removal. Vegetation removal within the /WR conservation area <br />and within areas removed from the /WR conservation area shall comply with <br />the following standards: <br />(a) Vegetation removal shall be limited to: <br />1. Plant species that are non-native and invasive; <br />2. Dead or dried native plants or grasses only when they constitute <br />an imminent fire hazard; <br />3. Living native or non-native vegetation, when its removal is <br />necessary to facilitate or encourage the growth of other native <br />species (e.g., native wet prairie plant species) consistent with <br />adopted plans or policies; or <br />4. The minimum area of native vegetation removal necessary to <br />accommodate uses approved in accordance with EC 9.4930(3)(a) <br />through EC 9.4930(3)(k), and uses approved through an <br />adjustment approved in accordance with EC 9.8030(21). <br />Given the existing condition of most of the site as operational site parking lots, paved paths, and basalt <br />rip rap, there is relatively little vegetation that will be removed from the site. All vegetation removal <br />along the river bank will be performed in the first phase of the project permitted under SDR 19-001, <br />associated with the Phase One riparian area enhancement work. Details of vegetation removal in <br />Phase One are included in documentation associated with the Phase One SDR application. <br />Vegetation removal work associated with the park development activities in Phase Two will be limited <br />to the area north of the EWEB North Headquarters building and the Peter DeFazio Bridge, and to the <br />west of the existing Ruth Bascom Path. This area will be cleared and re -graded to accommodate a new <br />fully accessible pedestrian path to the top of the DeFazio Bridge which will subsequently be fully <br />replanted with native species included on the Goal 5 Native Species list. <br />City of Eugene FINAL SUBMITTAL 87 <br />
