(h) The intensity of use of the street by vehicles and pedestrians. <br />The City considered the conditions of the streets for the proposed fee amendment <br />and determined that the proposed fee amendment will impact , or be affected by , the <br />intensity of use of the street by vehicles and pedestrians. <br />(i) The physical condition and characteristics of the street and abutting <br />property. <br />Not Applicable <br />(j) Emergencies. <br />The proposed fee schedule amendment will not impact emergency response <br />services. The proposed fee schedule will ma intain current resources for various <br />levels of emergency support services , including the Parking Enterprise Fund 's <br />transfer of $838 ,350 per year to the General Fund for the downtown police services , <br />off-street parking security services , parking garage security camera system , and <br />supporting the downtown ambassadors program . <br />(k) The public health, safety and welfare. <br />The proposed fee schedule amendment will not impact public health and safety. <br />(I) Special events of community interest including parades and public <br />gatherings. <br />The proposed fee schedule amendment will allow ongoing support for parades and <br />publ ic gatherings . The Parking Enterprise Fund provides financial support for City of <br />Eugene sponsored events , such as the Eugene Parade , Light-Up Downtown , Tech <br />Tours , Sunday Streets , and All Hallows Eve. <br />(m) Construction within or adjacent to the street. <br />Not Applicable <br />(n) When establishing conditions upon the use of parking in the public way <br />and city-owned parking facilities : <br />1. Applicable and appropriate time limits; <br />2. The vehicle type and purpose; <br />3. The relative, seasonal and special event demands for parking <br />spaces within the areas of the requested parking; <br />4. The other public uses for the property; <br />5.
