(h) The intensity of use of the street by vehicles and pedestrians. The City considered the conditions of the streets for the proposed fee amendment and determined that the proposed fee amendment will impact , or be affected by , the intensity of use of the street by vehicles and pedestrians. (i) The physical condition and characteristics of the street and abutting property. Not Applicable (j) Emergencies. The proposed fee schedule amendment will not impact emergency response services. The proposed fee schedule will ma intain current resources for various levels of emergency support services , including the Parking Enterprise Fund 's transfer of $838 ,350 per year to the General Fund for the downtown police services , off-street parking security services , parking garage security camera system , and supporting the downtown ambassadors program . (k) The public health, safety and welfare. The proposed fee schedule amendment will not impact public health and safety. (I) Special events of community interest including parades and public gatherings. The proposed fee schedule amendment will allow ongoing support for parades and publ ic gatherings . The Parking Enterprise Fund provides financial support for City of Eugene sponsored events , such as the Eugene Parade , Light-Up Downtown , Tech Tours , Sunday Streets , and All Hallows Eve. (m) Construction within or adjacent to the street. Not Applicable (n) When establishing conditions upon the use of parking in the public way and city-owned parking facilities : 1. Applicable and appropriate time limits; 2. The vehicle type and purpose; 3. The relative, seasonal and special event demands for parking spaces within the areas of the requested parking; 4. The other public uses for the property; 5. The location and physical characteristics of the parking area or facility; Criteria 5 .055(n) 1-5 are not applicable.
