The vote on the amendment to the amendment was 6:1; Mr. Pap~ voting no. <br /> <br /> The vote on the amended motion was 6:1; Mr. Pap~ voting no. <br /> <br /> Ms. Bettman, seconded by Mr. Kelly, moved to direct the City Manager to <br /> include an amendment to TransPlan, Chapter 2, to include the finance policy <br /> specific to Eugene that was previously adopted by the Eugene City Council. <br /> <br />Mayor Torrey was concerned about eliminating needed tools and the potential that needed facilities <br />with a positive impact on the transportation system would be precluded by the motion. <br /> <br />Ms. Childs suggested that the word "justification" be substituted for the word "findings" in the <br />section entitled Policy Definition/Intent in the above-referenced policy. Ms. Bettman and Mr. <br />Kelly accepted the suggestion as a friendly amendment. <br /> <br /> The motion passed unanimously, 7:0. <br /> <br /> Ms. Taylor, seconded by Mr. Kelly, moved to approve the amendment to the <br /> May 1999 draft TransPlan related to nodal development infrastructure <br /> funding as described in Attachment A. <br /> <br />Mr. Kelly asked that the text references in TransPlan to accepting a lower pavement condition <br />needed to be footnoted as not applying to Eugene. <br /> <br /> Ms. Bettman, seconded by Mr. Kelly, moved to amend the motion to include <br /> in the glossary of TransPlan a definition of differential nodal development <br /> infrastructure costs as drafted by staff. The motion to amend passed <br /> unanimously, 7:0. <br /> <br /> The main motion passed unanimously, 7:0. <br /> <br />Mr. Rayor requested that staff develop a press release regarding the report of the Budget Citizen <br />Subcommittee related to the current condition of the roads and the budget shortfall. <br /> <br />D.Work Session: Eugene Water & Electric Board Telecommunications Project Business <br /> Plan <br /> <br />Pam Berrian of the Information Services Division introduced the item, saying she worked with <br />Eugene Water & Electric Board (EWEB) staff to bring the issue to the council.
