IV.ACTION: An Ordinance Amending the Eugene-Springfield Metropolitan Area General Plan to <br /> Adopt a Revised "Transportation Element" and Related Changes to the Plan <br /> Text; Adopting Revisions to the Eugene Springfield Metropolitan Area <br /> Transportation Plan (TransPlan); Repealing Resolution Nos. 2375, 2650, 3103, <br /> 4171, 4318, and 4410; Adopting a Severability Clause; and Providing an <br /> Effective Date <br /> <br />Planning Director Jan Childs of the Planning and Development Department submitted written pages which <br />corrected errata in the text amendments for: <br /> <br /> Exhibit A, Metro Plan Text Amendments (replacement page 8) <br /> Exhibit B- 1, Errata to September 2001 TransPlan <br /> Exhibit B-2, Second Errata, including corrections to September 2001 TransPlan <br /> <br />Ms. Childs noted that the corrections were included in the council packet under Attachment A. She <br />recommended that the ordinance be amended to include the corrections. <br /> <br />In response to a question from Councilor Farr regarding whether the TransPlan included language that <br />assumed the construction of the West Eugene Parkway, Ms. Childs said that only the funded portion was <br />included. Dave Reinhard of the Public Works Department added that planning in west Eugene was based on <br />the assumption that the parkway would exist. <br /> <br />In response to a question from Councilor Farr regarding whether there would be sections of the TransPlan that <br />would be voided if the voters decided against the West Eugene Parkway, Mr. Reinhard opined that there would <br />be no voided sections but acknowledged that "adjustments" would have to be made. Councilor Farr expressed <br />a desire to see the adjustments made in the near future. <br /> <br />Councilor Rayor noted that the West Eugene Parkway ballot measure was an advisory vote and it was still up <br />to the council and its intergovernmental partners to implement it if it was passed by the voters. <br /> <br />City Manager Johnson asked the council to consider Council Bill 4770, an ordinance amending the Eugene- <br />Springfield Metropolitan Area General Plan to adopt a revised "Transportation Element" and related changes <br />to the plan text; adopting revisions to the Eugene-Springfield Metropolitan Area Transportation Plan, <br />(TransPlan); repealing Resolution nos. 2375,2650, 4171, 4318 and 4410; adopting a severability clause; and <br />providing an effective date. <br /> <br /> Councilor Taylor, seconded by Councilor Kelly, moved that the bill, with unanimous <br /> consent of the council, be read a second time by council bill number only and that <br /> enactment be considered at that time. <br /> <br /> Councilor Kelly, seconded by Councilor Meisner, moved to amend the motion by <br /> adding the replacement text provided by staff.
