V. ACTION: An Ordinance concerning the Pedestrian Mall; amending Sections <br /> 4.280, 4.870, 4.871, 4.872 and 4.990 of the Eugene Code, 1971 <br /> <br />City Manager Johnson asked council to consider Council Bill 4731 concerning the Pedestrian Mall; <br />amending Sections 4.280, 4.870, 4.871, 4.872, and 4.990 of the Eugene Code, 1971. <br /> <br /> Councilor Lee, seconded by Councilor Taylor, moved that the bill, with unani- <br /> mous consent of the council, be read a second time by council bill number <br /> only, and that enactment be considered at that time. The motion passed <br /> unanimously. <br /> <br />Councilor Kelly thanked staff for their work on the ordinance. <br /> <br />City Manager Johnson asked that council consider Council Bill 4731 by number only. <br /> <br /> Councilor Lee, seconded by Councilor Taylor, moved that the bill be approved <br /> and given final passage. The motion passed unanimously, and became <br /> Ordinance No. 20196. <br /> VI. ACTION: Resolution Supporting the Local Authority and Provisions in Draft <br /> Multinational Trade Agreements to the Contrary <br /> <br /> Councilor Lee, seconded by Councilor Taylor, moved to adopt Resolution <br /> 4630 supporting local authority and opposing provisions in draft multinational <br /> trade agreements to the contrary. <br /> <br />Councilor Nathanson expressed her disappointment in the wording of the resolution. She said <br />that it was not clear enough for local authority. She stressed that the wording was not effective. <br /> <br />Councilor Pap~ called for a definition for labor standards and practices in section 5. <br /> <br />Addressing Councilor Nathanson, Councilor Kelly said that the wording of the resolution was <br />modeled after a similar resolution of the Portland City Council. Addressing Councilor Pap~, he <br />said that the resolution did not define labor standards, it opposed the erosion of labor standards. <br />He stressed the importance of raising public awareness of the local effects of World Trade <br />Organization practices. <br /> <br /> The motion passed unanimously. <br /> <br />Mayor Torrey adjourned the regular session of the City Council at 10 p.m. and convened a work <br />session. <br /> <br /> VII. WORK SESSION: TRANSPLAN <br /> <br />Jan Childs noted that the work session was a continuation in a series of sessions held on various <br />issue areas in TransPlan.
